Purchase and Replacement of Fueling Equipment (Brand Name OPW System or Equal)

This solicitation seeks proposals for the replacement of fueling equipment. The government requires the purchase and installation of one (Brand Name or Equal) OPW Fuel Site Controller (FSC) 300 or equivalent, two Petro Vend (PV) 200 Island Card Readers with 48-inch pedestals or equal, and Phoenix SQL Lite Software or equal. The scope includes installation and removal of the old system.

• Equipment:

  • 1x OPW FSC 3000 Fuel Site Controller (or equivalent) capable of integrating with existing Gasboy fuel pumps and MiFARE Tags.
  • 2x PV200 Island Card Readers with 48" pedestals (or equivalent), each with a proximity reader and alphanumeric keypad.
  • Phoenix SQL Lite Software (or equivalent) to be installed on a local computer.

• Installation: Direct pump control to electric gas boy pumps, wired communication from the Fuel Site Controller to the local area network.

• Data Transfer: Existing historical data from the current database must be transferred to a new database.

• Existing Systems: Contractors should plan on using existing wiring, network connections, fuel pumps, and MiFARE TAGS.

• Removal: Contractors must remove and dispose of existing pedestal equipment. The government will remove and dispose of existing software equipment.

• Testing: Replaced equipment must be tested to ensure operational status and be free of errors.

• Traceability: All items must have clear traceability to the Original Equipment Manufacturer (OEM), OPW Fuel Management Systems.

• Certificate of Conformance (COC): Required in accordance with FAR clause 52.246-15.

• Alternate Parts: Approved alternate parts satisfying form, fit, and function requirements are acceptable. All parts must be NEW.

• Contract Type: Firm-fixed price.

• Period of Performance: 04/13/2026 to 07/10/2026 (90 days after award).

• Delivery: 90 days after receipt of order. Early deliveries are accepted.

• Submission: Pricing must be provided for all individual line items as requested in SF 1449. Failure to do so may result in exclusion.

• Evaluation: Quotes will be evaluated based on the lowest price technically acceptable criteria. Award will be made to the offeror representing the best value to the Government.

• Criteria: Technical Approach, Price, and Past Performance.

• Technical Acceptability: Must meet or exceed salient characteristics, be clearly identified (brand name/model or "equal"), include descriptive literature, and be available for delivery within the timeframe.
