40--Purchase of ½” non-heat treated mooring chain

This document is Amendment 0001 to solicitation 1333MJ26Q0004, effective February 11, 2026. It adds the following to the specifications:

• Any offeror who has manufactured and delivered this chain to NOAA, PMEL, to the exact specifications within the past 60 months is exempt from the proof testing.

Specifications (as detailed above).

No changes to proposal deadlines or submission requirements are indicated, beyond acknowledging this amendment.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products, specifically 1½" non-heat treated mooring chain. The acquisition is set-aside for small business concerns with a NAICS code of 314994 and a small business size standard of 1000 employees.

• Procurement of 4000 feet of 1½" non-heat treated mooring chain.

• Chain must meet specific technical specifications including a minimum proof load rating of 12,900 lbs. and a minimum breaking strength of 25,700 lbs.

• Chain must be hot dip galvanized per ASTM A-153.

• Chain to be provided in metal barrels of 400 ft each.

• Chain must be marked every 7th link with the manufacturer's designation.

• All offered products must meet the requirements of Buy American-Supplies; verification of country of manufacture is required.

• Refer to attached Statement of Need, Specifications, and drawing for detailed requirements.

• Contract Type: Firm-fixed-price purchase order.

• Period of Performance: Delivery by 04/30/2026 or sooner.

• Payment Terms: Net 30.

• Submission Deadline: Quotes must be received by 12:00 PM EST/EDT on 02/25/2026.

• Submission Method: Submit PDF or Microsoft Word format quotations electronically via email to Weiming.tan@noaa.gov.

• Required Forms: Include signed copies of the SF 18 and SF 30(s).

• Questions Deadline: Questions must be received by 12:00 PM EST/EDT on 02/18/2026 via email to Weiming.tan@noaa.gov.

• Evaluation Criteria: Offers will be evaluated based on the following pass/fail criteria: Technical Acceptability/Capability, Past Performance, Specification Sheet, and Price.

• Award Basis: The Government intends to award a low-priced, technically acceptable, firm-fixed-price purchase order on an all-or-none basis.

• Set-aside for small business concerns.

• Offerors must have an active registration in the System for Award Management (SAM) and provide their UEID/CAGE CODE.

• The solicitation incorporates provisions and clauses by reference, accessible at www.acquisition.gov.

• Offerors are responsible for confirming receipt of their quotes.

• This announcement constitutes the only solicitation; a separate written solicitation will not be issued.

• Offerors must include signed copies of the SF 18 and SF 30(s) if applicable.

• The Government does not accept responsibility for non-receipt of quotes. Contractors are responsible for requesting and receiving confirmation of quote receipt.
