This solicitation is for the procurement of Firm-Fixed Price (FFP) services for a Unit Real Time Annual Subscription and Connectivity Support Annual Subscription for the VA North Texas Health Care System (VANTHCS) Pathology and Laboratory Medicine Service (P&LMS). The service and support are for Bio-Rad Unity software, which is used for instrument validation, correlation, and quality control information to produce reports for laboratory operations.

• Provide Bio-Rad Unity Real-Time Subscription software and connection.

• Support of Unity Real Time Annual Subscription.

• Support of Connectivity (Open Market).

• Non-emergency support for Unity, Monday-Friday, 9 a.m. - 8 p.m. EST/EDT.

• Availability of software patches, updates, enhancements, and new versions.

• Access to driver downloads, language locale updates, and a Knowledge Base.

• Individual username and password access to the Customer Web Portal (CWP).

• Contractor staff will not have remote access for repairs and will not have access to patient information.

• Contract Type: Firm Fixed Price.

• Period of Performance: Base period from May 1, 2026, through April 30, 2027, with four (4) one-year option periods.

• Option 1: May 1, 2027 - April 30, 2028

• Option 2: May 1, 2028 - April 30, 2029

• Option 3: May 1, 2029 - April 30, 2030

• Option 4: May 1, 2030 - April 30, 2031

• Offer Due Date: February 24, 2026, at 10:00 AM CST.

• Evaluation Factors: Technical Capabilities, Past Performance, and Price. Technical and Past Performance are combined and equal.

• Pricing: Vendors must provide pricing for all line items using the attached "Price/Cost/Bid Schedule Template" and complete specified fields.

• NAICS Code: 334516 (Analytical Laboratory Instrument Manufacturing).

• Size Standard: 1000 Employees.

• Vendor must be registered for NAICS 334516 in SAM to be eligible for award.

• All payments will be made via Electronic Funds Transfer through the Tungsten Network.

• Invoices shall be submitted annually.

• The contract incorporates FAR clauses by reference, including those related to small business set-asides and limitations on subcontracting.

This solicitation is for the procurement of a commercial, Unit Real Time Annual Subscription and Connectivity Support Annual Subscription for the North Texas Veterans Health Care System (NTVHCS) in Dallas, Texas. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 17, is issuing this solicitation.
