Evaluation & Submission
The acquisition will use Comparative Evaluation Procedures under FAR Part 12 and updated FAR Part 15. Technical acceptability will be evaluated on a pass/fail basis against minimum requirements. Among technically acceptable offers, award will be made to the responsible offeror with the lowest total evaluated price, subject to price reasonableness. Evaluation factors include Technical Capabilities, Past Performance, and Price, with Technical and Past Performance combined and equal. Offerors must submit quotes via email to Susan Flores at susan.flores2@va.gov. Submissions in any other format will be deemed technically unacceptable. Pricing must be provided for all line items using the attached "Price/Cost/Bid Schedule Template." Offerors must be registered in SAM under NAICS 334516 prior to award.
