Quick Summary

The Department of Veterans Affairs (VA), Network Contracting Office 10, is soliciting proposals for Radioactive Waste Removal and Disposal Services for liquid and solid uniform Low-Level Waste (LLW) at the Richard L. Roudebush VA Medical Center in Indianapolis, IN. This is an UNRESTRICTED acquisition for a Firm-Fixed-Price (FFP) contract with options. Proposals are due January 29, 2026, at 5:00 PM EST.

Scope of Work

The contractor will be responsible for the comprehensive removal and disposal of radioactive waste, including sealed sources and patient treatment waste (specifically Y-90 TheraSphere, Lu-177, and I-131 waste). Key requirements include providing all necessary packaging (boxes, pails, etc.) compliant with NRC and DOT regulations, performing radioactive measurements, proper labeling, and coordinating waste pick-up services from the facility's loading/receiving dock. The contractor must also provide a current Radioactive Materials License, proof of transporter radiation safety training, CDLs, waste summary/inventory forms, a uniform low-level radioactive waste manifest, and a final disposal certificate. Service requests must be responded to within one week, with on-site presence within three hours of the scheduled date/time. Emergency removals are not included in this contract's scope.

Contract Details

This will be a Firm-Fixed-Price (FFP) contract with a base period from March 1, 2026, to February 28, 2027, and four (4) one-year option periods. The estimated total contract value is $47 Million. This is a new contract, as similar services were previously handled via Government credit card orders. Pricing for CLIN 0001 should be quoted per job, not per pound. Increases for sealed sources exceeding 200 pounds will be handled via bilateral modification or a separate contract vehicle.

Submission & Evaluation

Offerors must submit questions in writing to Kaitlin.Nachtrab@va.gov by January 20, 2026, at 5:00 PM EST. Quotes/Offers are due by January 29, 2026, at 5:00 PM EST via email to the same contact. Evaluation factors include Technical capability (licenses, training, ability to safely transport/dispose), Price, and Past Performance. Offerors must be registered in SAM and certified to meet the small business size standard for NAICS Code 562112.

Key Clarifications & Attachments

An amendment provides answers to industry questions, clarifying that no site visit will be offered. Historical data for 2024-2025 radioactive waste broker disposal and a detailed inventory of current sources and shipments over the past three years (2023-2025) are provided as attachments. These documents detail waste types, quantities, radiological data, and transportation requirements, which are crucial for bidders to assess capability and develop pricing. The facility will provide storage containers, but the vendor must provide containers at the time of waste removal.
