Scope of Work

The requirement involves performing four market value appraisals for individual tracts of allotted land held in trust. The appraisals are for a potential sale transaction. Key aspects include:

  • Appraising Fee Simple Estate or Fee Simple-Surface Only Estate.
  • Noting but not valuing structural improvements; disregarding personal property.
  • Identifying and discussing all impacting documents, conditions, agreements, or easements (excluding undivided life estates and fee ownership interests).

Key Requirements & Standards

Appraisers must be State Certified General Appraisers in good standing in the state where the property is located. All appraisals must adhere to:

  • USPAP standards (current edition, specifically SR 2-2(a)).
  • Federal Regulations 25 CFR, Part 150.2.
  • The Appraisal Institute's (2022) definition of Market Value. A pre-work teleconference and physical inspection of each property (unless waived) are mandatory. Reports must include thorough market analysis, transactional data research, aerial/inspection photos, and sale comparable location maps. The Sales Comparison Approach is expected.
