Request for Information (RFI)

This RFI is issued by the Office of the Comptroller of the Currency’s (OCC) Chief Counsel’s Office (CCO) to gather information on nationwide court reporting services. This includes digital, stenotype, videographer, and virtual court reporting. Travel across the continental U.S. and its territories will be required.

• Subcontracting Possibilities: For non-Small Businesses, identify opportunities for Small Businesses.

Statement of Work (SOW) / Performance Work Statement (PWS)

The Office of the Comptroller of the Currency (OCC) requires nationwide court reporting services to support its regulatory and legal functions.

This Performance Work Statement (PWS) outlines requirements for comprehensive court reporting services, including:

• Digital Court Reporting: Utilizing digital recording methods.
• Stenotype Services: Providing verbatim transcripts via stenotype machines.
• Videographer Services: Producing high-definition video recordings of proceedings.
• Virtual Court Reporting: Facilitating remote proceedings via video conferencing platforms (e.g., Zoom, Teams), ensuring verbatim transcripts are produced.
• Transcription Services: Transcribing audio/video recordings into written transcripts, including proofreading and delivery.

Services will be performed by certified personnel capable of administering oaths. The Contractor will use its own devices and network connections to access OCC-provided technology for virtual services.

All court reporting services include:

• One certified electronic transcript (PDF).
• One electronic transcript suitable for loading into transcript management software (e.g., .txt, .ptf, .xmptf, .rtf, .trn, .xmef).

When videography or virtual court reporting is requested, a certified video recording synced to the transcript is also required.

For stenotype services, a rough transcript in ASCII format is required within 24 hours of proceeding completion.

Paper copies of transcripts and exhibits can be provided upon OCC request.

Key performance factors include:

• Transcript Accuracy: 95% acceptable quality level for each transcript.
• On-Time Delivery: 100% of transcripts and video recordings delivered on schedule.
• On-Site Readiness: Contractor must be set up and ready to record at the designated start time for in-person proceedings.
• Video Recording Quality: Must meet specified guidelines.

Services are required nationwide. Proceedings typically occur between 8:00 a.m. and 6:00 p.m. Monday through Friday, local time, excluding holidays, but may be required outside these hours.

• Personnel: Certified court reporters authorized to administer oaths.
• Delivery: Electronic deliverables via encrypted email or CD; paper deliverables via courier. Specific delivery timelines (Regular, Intermediate, Expedited, Overnight) apply based on request.
• Data Security & Confidentiality: Strict adherence to Federal Information Security Modernization Act (FISMA), NIST SP 800-171, and OCC policies regarding Controlled Unclassified Information (CUI) and Personally Identifiable Information (PII). Non-disclosure agreements are mandatory.
• IT Accessibility: Compliance with Section 508 of the Rehabilitation Act for all written and video deliverables.
• Data Ownership: All data, transcripts, and recordings are the property of the OCC.
