• Evaluation Factors: Technical Qualifications (State Certification, Technical Acceptability & Initial Delivery Date), Past Performance, and Price Quote. Technical Qualifications and Past Performance combined are more important than Price Quote.

• Award will be made on a Best Value/Trade Off basis.

• Total Small Business Set-Aside.

• Offerors are required to have an active Unique Entity Identifier (UEI) and be registered in www.SAM.gov.
