Scope of Work
The contractor will provide professional services to:
- Identify, assess, and compare options for meeting project requirements, resulting in fully documented options analyses.
- Conduct quantitative and qualitative analyses of costs and benefits for potential options.
- Assist with business case development and budget submission support, including preparing OMB Exhibit 300 Forms, Construction Prospectuses, VA Form 1391-Cs, Lease Prospectuses, and VA Form 1391-Ls.
- Develop Healthcare Facility Master Plans for VA Medical Centers.
- Support mid-level lease documentation and provide ongoing post-submission support for budget documents.
- The solicitation includes an initial Task Order for preparing Capital Budget Documents for the FY2028 and FY2029 President's Budget Requests.

Evaluation Factors
Award will be made to the responsible Quoter whose quote is most advantageous to the Government, considering price and other factors. The evaluation factors are:
- Technical Evaluation: Significantly more important than price. Assesses technical approach for IDIQ and initial Task Order, relevant experience, and qualifications of the proposed team and Key Personnel.
- Past Performance: Significantly more important than price. Requires a summary of 3-5 prior contracts/orders per team member/sub-contractor within the last five years, comparable in mission, size, complexity, and scope. The Government may contact references and use CPARS data.
- Price: Evaluated for reasonableness based on the completed Price Schedule (Attachment 3) for the initial Task Order and proposed 3-year pricing of labor categories for the IDIQ.

Additional Notes
