• Designing, printing, and mailing various packets (recruitment, informational, appointment, baseline, lifestyle surveys).
• Producing and distributing MVP newsletters, business reply envelopes, and personalized "whitemail" response letters.
• Enhancing scanning capacity and securely storing physical documents post-scanning.

• Proposals are due: March 30, 2026, 2:00 PM ET.
• Evaluation will be based on a "best value" determination, considering four volumes: Contract Forms and Administration, Technical Proposal (including risk), Past Performance, and Price. Technical, Past Performance, and Contract Forms/Administration are combined and significantly more important than Price.
• Bidders should utilize the provided Attachment 1 - Estimated Quantities and Price List for their pricing proposals and ensure references are prepared for the Attachment 2 - Past Performance Survey.
