Contract Details
This is a multiple-award IDIQ with task orders issued on a hybrid Firm-Fixed Price and/or Labor Hour basis. The period of performance is five years, consisting of a base year and four one-year option periods. The maximum aggregate value for this IDIQ is $175,000,000.00, with a minimum guarantee of $2,500.00 obligated at award.
Submission & Evaluation
Proposals must be submitted via email to Caitlin.Ruc@va.gov and William.Justiniano@va.gov by March 30, 2026, at 3:00 PM ET. Questions regarding the solicitation are due by March 13, 2026, at 12:00 PM ET. Proposals will be evaluated on a "best value" basis, considering Technical Capability, Past Performance, and Price. Technical Capability and Past Performance are significantly more important than Price.
Eligibility / Set-Aside
This acquisition is set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. All offerors must be certified by the U.S. Small Business Administration (SBA) under the Veteran Small Business Certification Program (VetCert). Contractors must comply with subcontracting limitations, ensuring not more than 50% of the contract amount is paid to firms that are not certified SDVOSBs. A Business Associate Agreement (BAA) may be required.
