Personnel must adhere to VHA Directives (1810, Boiler Device Safety testing manual), provide bi-weekly assessment reports, and comply with facility requirements (e.g., drug-free workplace, influenza vaccination). Engineers require a City of Chicago Stationary Engineer's License and a minimum of three (3) years of experience with high-pressure boilers and HVAC operations. Work locations span the entire campus, including emergency assistance. Background investigations (NACI Tier 1) and PIV cards are required.

Contract Details

  • Type: Firm-Fixed-Price (FFP)
  • Period of Performance: Base period (08/01/2026 - 07/31/2027) with four (4) one-year option periods.
  • Estimated Value: $47 Million (for the base period and options).
  • Set-Aside: 100% Service-Disabled Veteran-Owned Small Business (SDVOSB). Offerors must be SBA verified.
  • Evaluation: Proposals will be evaluated on Price, Technical Capability, Experience, and Past Performance. Technical Capability, Experience, and Past Performance combined are significantly more important than price. The evaluation is not Lowest Price Technically Acceptable (LPTA).

Key Clarifications (from Amendments)

  • Staffing Flexibility: The Government accepts invoicing for actual hours worked if an engineer is absent due to approved leave/illness and no immediate replacement is available, rather than a strict 2080-hour requirement. Contractors are responsible for ensuring continuous 24/7 coverage.
  • PIV Badge Processing: Personnel awaiting PIV issuance may perform duties under escort by fully credentialed personnel. If a badge is denied, the individual must be immediately removed.
  • Personnel Approval & Billing: The Government commits to approving submitted resumes/qualifications within two weeks. The 40-hour initial training week is billable after individual approval, provided the contractor has not exceeded the 10-person allowance.
  • Training Allowance: The allowance for ten (10) trained and billable personnel for the initial 40-hour training period applies to the base year. Option years allow up to six (6) personnel for training, with unused allowances not carrying over.
  • Overtime: Overtime required to meet contract needs will be compensated if approved by the Contracting Officer (CO) or COR.
