Sources Sought Announcement

This is a Sources Sought Announcement for market research to identify potential qualified Service-Disabled Veteran Owned Small Businesses (SDVOSBs), Veteran Owned Small Businesses (VOSBs), 8(a), HubZone, and other Small Businesses capable of providing Storm Water Compliance Management Services for the VA San Diego Healthcare System (VASDHS). This is not a solicitation, and no contract award is guaranteed.

The contractor shall provide all labor, materials, equipment, and services necessary to perform Storm Water Compliance Management Services. This includes:

• Maintaining, updating, and implementing a comprehensive five-year Storm Water Management Plan (SWMP) in accordance with EPA Phase II Stormwater Regulations, the Clean Water Act, and NPDES.

• Conducting post-construction site surveys and labeling storm drains.

• Updating a maintenance plan for the storm drain system, including inspections, monitoring, and corrective actions.

• Conducting annual and quarterly inspections of the storm drain system.

• Identifying and communicating pollutants and their sources.

• Conducting annual illicit connection detection inspections.

• Evaluating the effectiveness of Best Management Practices (BMPs).

• Monitoring and documenting storm water drainage, site grading, and erosion control plans.

• Developing procedures to assess and prioritize the MS4 storm drain system.

• Providing educational materials and reporting information.

• Developing a plan to reduce discharges from pressure washing and landscape irrigation.
