This amendment extends the deadline for receipt of offers and provides answers to submitted questions regarding Solicitation 36C25226Q0265.

• Offer Receipt Date Extended: The deadline for submitting offers has been extended to April 22, 2026, at 10:00 AM CST.

• Staffing Decisions: The Government states that staffing levels, relief and lunch breaks, shift overlap, and emergency call-out staffing are contractor decisions, provided they meet PWS requirements.

• Shift Overlap: Any required shift overlap time must be absorbed into the hourly CLIN rate.

• Emergency Call-Outs: A 2-hour notice is required for emergency/ad-hoc staffing requests, which will be billed at the standard hourly rate.

• Post Orders: Post Orders will be provided by the Government.

• Supervisor Experience: Refer to Section E and SOW for supervisor experience requirements.

• Multi-State Licensing: Contractors must hold valid Private Security Agency licenses in both Illinois and Indiana at the time of proposal submission.

• PERC Cards: Guards for Illinois-based posts must possess a valid PERC and 20-hour Basic Security Training certificate prior to their first day.

• Indiana Requirements: Specific Indiana Private Investigator and Security Guard Board (PISG) requirements must be met for the Crown Point location.

• Communications Hardware: Providing dedicated communication networks between CBOCs and the Jesse Brown VAMC Dispatch is the contractor's responsibility.

• Access Control Monitoring: Guards will monitor VA-owned CCTV and Lenel Access Control systems, and will receive necessary training and PIV-card access.

• Office Space/Reporting: Contractors must provide their own mobile technology for daily activity reports at single-guard CBOCs.

• Body-Worn Cameras: The VA does not require their use at this time.

• PIV Credentials: PIV credentials are required before work can start; temporary badges or escorted status are not permitted during SAC pending.

• Vetting Costs: Fingerprints and background investigations (NACI/Tier 1) are the contractor's responsibility.

• Incumbent Continuity: The Government encourages the "Right of First Refusal" for existing qualified staff if they are determined to be a good fit.

• Wage Determinations: Applicable Wage Determinations (WD 2015-4783 and 2015-5017 latest revisions) are listed on SAM.gov for review.

• Transportation: The Government does not pay for travel/mileage; mobilization costs must be burdened into the hourly rate.

• Shift Differentials: The contractor decides how to proceed with shift differentials.

Solicitation / RFP / RFQ

This solicitation seeks unarmed security guard services for multiple Department of Veterans Affairs (VA) clinics and centers located in Illinois and Indiana. The primary goal is to ensure the safety and welfare of patients, visitors, and staff.

• Provide professional, uniformed, unarmed security guard services.

• Services include observation, assistance to staff with incapacitated patients, customer service, emergency response, daily logging, inspections, building/grounds surveillance, monitoring security and fire systems, enforcing building rules, managing lost and found (directing to staff), maintaining law and order, preventing unauthorized access, reporting hazardous conditions, and securing areas at end of shift.

• Specific duties include opening/closing facilities, alarm monitoring, CCTV monitoring, active patrols, and dispatch console operation at certain locations.

• Personnel must have no criminal record, undergo background investigations (SAC), possess high school diplomas, be literate in English, have at least two years of public interaction experience, and be capable of meeting health and physical fitness requirements.

• Supervisors require a minimum of three years of field supervision experience in law enforcement or security, with de-escalation and strong communication skills.

• Adherence to VA facility policies, including drug-free environment, no smoking on campus, and prohibition of weapons.

• Compliance with VHA Directive 1192 regarding influenza vaccination or masking for healthcare personnel.

• Period of Performance: Base Year (8/1/2026 - 7/31/2027) with four (4) Option Years.
