Scope of Work
The VA seeks a PMIS SaaS solution to support VISN-level portfolio management and oversight across all VA Medical Centers, outpatient facilities, and leased assets within VISN 22. The system must support high-volume Non-Recurring Maintenance (NRM) and Minor Construction projects, including template-based project creation, lightweight workflows, and rapid project setup/closeout. Key requirements include:
- FedRAMP Authorized: Moderate or higher impact level.
- Functionality: Centralized enterprise PMIS for electronic exchange, review, logging, routing, tracking, archiving, and management of design and construction documentation, with industry-standard workflows for AEC and healthcare projects.
- Business Process Management (BPM): Native BPM engine for workflow automation.
- Configuration: Comprehensive capabilities without custom development.
- Security: Compliance with VA Critical Security Controls, SAML 2.0, SSO, MFA, AES-256 encryption for data at rest, and TLS 1.2+ for data in transit.
