• Personnel & Location: The government is not providing specific FTE counts or ceiling amounts at this time, preferring industry input. The bulk of support is required in the NCR, with potential on-site support near US Combatant Commands and major installations like USFK.
• SCIF Requirements: While no specific number of FTEs requiring SCIF access is mandated, offerors must propose appropriate staffing. If SCIF space is required, it will be in the NCR and must include classified VTC capability up to JWICS level.

Request for Information (RFI)

This RFI is issued by the Defense Threat Reduction Agency (DTRA) Combat Support (CZ) Directorate to conduct market research. The agency seeks to identify qualified sources, including small businesses, capable of providing professional analytical services to support its mission of countering Weapons of Mass Destruction (WMD) and emerging threats globally. This notice is for informational purposes only and does not constitute a commitment to procure services or award a contract.

The anticipated requirement involves providing support across several tasks:

• Program Management Support: Contract management, reporting, cost tracking, and transition planning.
• CWMD Support: Countering WMD threats, advising on technical capabilities, developing operational approaches for hardened targets, providing forward-deployed advisory and special technical operations planning, and supporting sensitive activities and irregular warfare.
• Global Engagements Support: Administrative, analytical, and coordination support for engagements with Combatant Commands (CCMDs), interagency, and foreign partners.
• Contingency Operations Support: Facility management, policy support, deployment coordination, logistics, uncrewed systems support, communications support, and additive manufacturing.

Due to anticipated government space constraints, contractors must possess or be able to provide secure facilities with a minimum Facility Clearance Level of TOP SECRET//SCI. This includes the ability to store classified materials and provide Secure Compartmented Information Facilities (SCIFs) or equivalent. Compliance with Department of War cybersecurity and information assurance requirements for handling classified data is also necessary.

Interested vendors, particularly small businesses (8(a), SDVOSB, WOSB, HUBZone), are requested to submit a capability statement (max 5 pages) addressing:

• Company Information (name, CAGE, UEI, socioeconomic status, NAICS, facility clearance).

• Past Performance (support to CWMD, CCMD operations, SOF, interagency; ability to provide cleared personnel and sustain CONUS/OCONUS operations).

• Facility Capabilities (description of current clearances, SCIF availability or plans, IT/COMSEC support).

Request for Information (RFI)

The agency seeks to determine industry capability to provide professional analytical services supporting its mission of countering Weapons of Mass Destruction (WMD) and emerging threats globally. This notice is for informational purposes only and does not constitute a commitment to procure services or award a contract.

DTRA CZ requires support for its mission of enhancing Countering Weapons of Mass Destruction (CWMD) capabilities for Combatant Commands (CCMDs), Interagency partners, and Special Operations Forces (SOF). This includes campaign management, operational planning, irregular warfare support, and WMD defeat advisory services. The anticipated contract, potentially a cost-type, would be a follow-on to existing tasks and is projected for award in Q1 FY2027. It will focus on current DTRA mission requirements, excluding legacy JIDO and other outdated tasks. Contractor-provided secure facilities may be required.

The anticipated contract will encompass several key task areas:

• Program Management Support (PMO): Overall contract management, reporting, and transition planning.

• CWMD Support: Advising on CWMD threats, developing operational approaches for targets like Deeply Buried and Hardened Targets (DBHTs), providing forward-deployed advisory and special technical operations planning, and supporting Sensitive Activities (SAs) and irregular warfare.

• Global Engagements (GE) Department Support: Administrative, analytical, and coordination support for engagements with CCMDs, interagency, and foreign partners, including logistics and knowledge management.

• Contingency Operations (CO) Department Support: Facility management, operational and policy support, deployment coordination, logistics, uncrewed systems support, communications support, and additive manufacturing expertise.

• Facility Clearance: Minimum TOP SECRET//SCI level required.

• Secure Facilities: Ability to provide SCIFs or equivalent for classified work and storage.

• IT/COMSEC: Compliance with Department of War (DoW) cybersecurity and IA requirements for classified data handling.

• Performance Location: CONUS and OCONUS.
