Range 7 Full Gran-Tex Material Exchange/Panzer Kaserne Range Complex

Performance Work Statement (PWS)

This PWS outlines the requirements for non-personal services to provide range maintenance, including inspection and repair of Gran Traps and rubber coverings, and lead/residue remediation through a full material exchange for Panzer Range Complex – Range 7. The goal is to enhance operational safety and reduce ricochet probability.

• Conduct a full material exchange using granulated rubber (Gran Tex® or similar ballistic rubber) or rubber blocks at target emplacements.

• Perform lead and residue remediation during and after material removal.

• Inspect, repair/replace, and re-install rubber matting to cover the bullet catch.

• Provide all necessary personnel, equipment, supplies, transportation, tools, materials, and supervision.

• Contractor must develop and maintain a Quality Control Plan (QCP).

• Services must meet specified standards and acceptable quality levels (AQLs).

• Specific tasks have defined standards and AQLs, such as continuous attendance at the Work Reception Desk (24/7 emergency coverage) and project completion within +/- 5% of the approved schedule and cost.

• Disposal of removed substances must comply with Host Nation Hazardous Material control measures and Garrison Environmental Policy.

• Place of Performance: Range 7 at the Panzer Range Complex (PRC) in Boeblingen (Stuttgart), Germany.

• Operating Hours: Contractor support hours are 0730-1630 Monday through Friday, excluding U.S. Holidays.

• Security: Compliance with installation access control regulations (AE Reg 190-16, AE Reg 604-1) and background checks is mandatory.

• Safety: Adherence to FAR 52.236-13, EM 385-1-1, and applicable Host Nation Safety Laws and Regulations (e.g., Baustellenverordnung) is required. An Accident Prevention Plan and Activity Hazard Analysis (AHA) are necessary.

• Environmental Compliance: Removal and disposal of heavy metals, lead, ammunition residue, and unserviceable rubber material must comply with European Host Nation hazardous material environmental laws/standards. Proper permits for transport and disposal are required.

• Training: Contractor employees must complete Anti-Terrorism (AT) Level I, OPSEC Level I, and iWATCH training.

• Reporting: Contractor must submit Service Contract Reports (SCR) via www.SAM.gov annually.

• Deliverables: Numerous deliverables are specified, including Quality Control Plans, Installation Pass Logs, background check documentation, safety plans, and training certificates.
