Contract Details
- Contract Type: Indefinite-Quantity Contract (IQC)
- Period of Performance: Five (5) consecutive tiered delivery periods, each 365 days, starting upon award.
- Guaranteed Minimum (GM) Dollar Value: Anticipated at $7,599,501.17. The Government guarantees ordering minimum units, and the GM may be fulfilled through one or more delivery orders. Quantities ordered by Assemblers contribute to the GM, and the total dollar value expended will not exceed the GM value calculated at the lowest unit price. For multiple line item awards, the total GM is the sum of each awarded line item's GM.
- FOB Destination terms apply.
- Set-Aside: This solicitation is unrestricted to business size. Offerors must be registered in SAM.gov.
Submission & Evaluation
- Proposals: Must be submitted via email to the Contract Specialist and Contracting Officer. Email attachments should not exceed 5MB, and individual emails should not exceed 10MB. Facsimile offers are not acceptable.
- Product Demonstration Models (PDMs): Required for each line item offered and must be submitted prior to the solicitation close.
- Evaluation: Will follow a Lowest Price Technically Acceptable (LPTA) source selection procedure. Offers must be technically acceptable to be considered for award.
- The Government reserves the right to evaluate offers and make award without discussions. A Reverse Auction may be utilized as a pricing technique.
Key Amendment Details
An amendment (posted May 20, 2026) modified Section B-4 to clarify the calculation and fulfillment of the Guaranteed Minimum Dollar Value. It also deleted several FAR and DFARS clauses, including those related to Kaspersky Lab, telecommunications/surveillance equipment, ByteDance, combating trafficking, and cyber incident reporting. All other terms and conditions remain unchanged. Bidders should review the revised Section B-4 and the list of deleted clauses.
