Amendment / Modification

This amendment modifies Solicitation SPE3S126R0006.

• Section B-4 (Guaranteed Minimum Dollar Value): The original paragraph detailing the calculation of the Guaranteed Minimum (GM) Dollar Value has been deleted and replaced with a new paragraph. The revised paragraph clarifies that the Government guarantees ordering the minimum units stated in Section A, and the GM may be fulfilled through one or more delivery orders. It also specifies that quantities ordered by Assemblers contribute to the GM, and the total dollar value expended will not exceed the GM value calculated at the lowest unit price. For multiple line item awards, the total GM is the sum of each awarded line item's GM.

• Deleted Clauses: Several FAR and DFARS clauses have been removed from the solicitation:

Solicitation / RFP / RFQ

This solicitation is for Rations National Contract (RNC) Wet Pack Fruit components. DLA Troop Support will establish national contracts with component manufacturers, and MRE assemblers will order directly from these contracts. The RNC will establish component prices, but assemblers will order and pay for the material directly, managing their own supply chain and inventory.

The solicitation details requirements for various fruit components, including:

• Applesauce (Raspberry Puree, Sweetened; Carbohydrate Enhanced; Mango and Peach Puree)
• Apple Pieces in Spiced Sauce
• Fruit Pouches (Apple, Strawberry & Carrot; Banana Pumpkin)

Specific requirements include Product Demonstration Models (PDMs), packaging, labeling, packing, unitization, marking, shipping, and integrated pest management.

• Contract Type: Indefinite-Quantity Contract (IQC)

• Period of Performance: Five (5) consecutive tiered delivery periods, each 365 days in length. The first tier begins upon award.

• Estimated Yearly Quantities are provided for each item, but the Government is not obligated to order these quantities. The legal obligation is limited to the guaranteed minimum.

• Guaranteed Minimum (GM) Dollar Value: Anticipated to be $7,599,501.17.

• FOB Destination terms apply.

• Proposals must be submitted via email to the Contract Specialist and Contracting Officer by the specified date and time.

• Facsimile offers are not acceptable.

• Email attachments should not exceed 5MB, and individual emails should not exceed 10MB.

• Product Demonstration Models (PDMs) are required for each line item offered and must be submitted prior to the solicitation close.

• Evaluation will be based on Lowest Price Technically Acceptable (LPTA) source selection procedures.

• Offers must be technically acceptable to be considered for award.

• Key deadlines are specified for proposal submission and PDM submission.

• This solicitation is unrestricted to business size.

• Offerors must be registered in the System for Award Management (SAM.gov).

• Applicable North American Industry Classification System (NAICS) codes are provided.

• The Government reserves the right to evaluate offers and make award without discussions.

• Reverse Auction may be utilized as a pricing technique.
