Solicitation / RFP / RFQ

This solicitation is a Request for Quote (RFQ) for "Unattended Retail Mini Market Café" services at the U.S. Government Publishing Office (GPO) facility in Stennis, MS. The services are intended to support the Government Security & Intelligent Documents Division (SID) by providing employees with convenient access to hot and cold food, beverages, and other assorted products.

This is a "no-cost contract" award, meaning the contractor's profit will be derived from customer transactions (actual food and drink purchases), consistent with the Material Management Acquisition Regulation (MMAR).

• Installation and operation of unattended retail mini-market equipment (e.g., beverage coolers, cold food coolers, shelving, coffee/tea bars, self-checkout kiosks).

• Provision of a variety of fresh, healthy food and beverage options for breakfast, lunch, and dinner, available 24 hours a day.

• Installation and operation of food warming equipment (microwaves, convection toaster ovens) and beverage dispensers.

• Provision of to-go containers, cups, cutlery, and condiments.

• Implementation of a point-of-sale system with multiple contactless payment options.

• Daily stocking, maintenance, and removal of expired items.

• Monthly reporting on usage trends and popular items.

• A dedicated vendor account team including an account executive, business manager, and operations manager.

• Vendor employees must be US citizens, undergo background checks, and wear agency-issued badges.

• Contract Type: No Cost Contract

• Period of Performance: Five Years (October 1, 2025 - September 30, 2030)

• Estimated Value: $0.00 (no cost contract)

• Offerors must register in the System for Award Management (SAM) prior to award.

• Proposals must be submitted via email by the closing date and time: September 26, 2025, 5:00 pm CDT.

• The basis for award will be the Lowest Price Technically Acceptable (LPTA) source selection process.
