Statement of Work (SOW) / Performance Work Statement (PWS)

The objective is to have a fully functioning, non-leaking, and hydrostatically tested boiler, with the pressure vessel Board Certified, upon completion of the installation.

• The project involves the complete retubing of Cleaver Brooks boiler model # FLX-200-1200-160HW, Serial # BT6783 (referred to as boiler #1.22).

• This includes removing all 231 existing boiler tubes and installing 231 new Cleaver Brooks 1-1/2” OD x .095 SA178A tubes that meet OEM specifications.

• Tasks include: disengaging power, closing gas valves, performing lock-out/tag-out per NFPA-70E, testing for gas leaks, removing boiler side panels and insulation, exposing and removing all boiler tubes, inspecting the boiler interior (with USP LEE personnel assistance), installing new tubes in the correct orientation, performing hydrostatic testing, re-installing existing insulation, re-installing boiler sides with new gasket material, and repairing any broken studs.

• The contractor is responsible for ensuring the boiler pressure vessel is certified per National Boiler Code and affixing a National Board R Certificate plate upon completion.

• Hydrostatic testing of the boiler after re-tubing is required for completion and approval by the COR.

• Workmanship is warranted against defects for one (1) year after installation.

• Work hours are Monday – Friday, 8:00 AM – 3:00 PM, excluding federal holidays. Pre-arrangement with the COR is required for deliveries.

• The project will be performed at the Institutional Powerhouse building, located outside the secure confines of the United States Penitentiary (USP) Lee County.

• Installer Qualifications: Personnel must be trained and certified by the manufacturer for installation and meet federal, local, and state code requirements. Certifications must be verified in writing and submitted to the COR.

• Security: All personnel require security clearance documents submitted by the Prime Contractor. No cell phones, cameras, or two-way pagers are allowed in the secure institution. Specific dress code applies (jeans allowed, no shorts, green or khaki clothing).

• Safety: Required Personal Protective Equipment (PPE) must be worn. Ladders and extension cords must be secured. Smoking is restricted to designated outdoor areas.

• Closeout Requirements: Provide manufacturer data sheets, O&M manuals, drawings, warranty documentation, and installation/hydrostatic test results.

Statement of Work (SOW) / Performance Work Statement (PWS)

The Federal Bureau of Prisons (USP Lee) intends to procure services for the removal and replacement of all boiler tubes and burner heads in Boiler #1 (PH-BOILER-B-4-1-LEE) located in the Central Utility Plant.

• Remove and replace all existing tubing in Boiler #1.

• Remove and replace burner heads and associated components.

• Dispose of old tubes and boiler parts.

• Reassemble boilers after work completion.

• Conduct hydro testing to operating pressure and check tube roll tightness.

• Tune each boiler to verify proper operation.

• Comply with all seismic zone, environmental, Life Safety, NFPA, ADA-ABA, Federal, State, and Local codes and regulations.

• Work must be completed, equipment tested, and adjusted per manufacturer recommendations.

• Work must be accepted by the Contracting Officer's Representative (COR) and Contracting Officer (CO).

• Performance will be evaluated in accordance with FAR Part 42.

• Work hours are Monday through Friday, 7:00 a.m. to 2:30 p.m., excluding Federal Holidays. Any work outside these hours requires pre-approval.

• Location: USP Lee, Hickory Flat Rd, Pennington Gap, VA 24277.

• Contractor to provide all new boiler tubes and contractor-supplied burner heads.

• USP Lee will provide staging for materials, tools, and equipment.

• USP Lee will ensure the boiler is shut down and depressurized before work begins.

• Contractor responsible for Lockout/Tagout procedures.

• Contractor must unbolt and remove sides/outer panels for access.

• All construction materials and equipment must be stored in an agreed-upon, securable, single-point access storage container (e.g., Job or Gang Box) with a double padlock protocol.

• Contractor ladders must be secured daily or stored in the designated area.

• Adherence to BOP's tool inventory program is required.

• All contractors must wear provided picture ID/contractor badges.

• Compliance with Homeland Security Directive (HSPD) 12 is required for security clearances.

• Security clearances must be submitted 30 working days prior to the start of work.

• A list of scheduled employees must be provided daily.

• Required Personal Protective Equipment (PPE) must be worn at all times.

• Three copies of Safety Data Sheets (SDS) for all materials must be provided.

• USP Lee will ensure energy sources are locked-out and tagged-out.

• USP Lee will ensure a representative is present for access.

• Contractors are NOT allowed to bring cell phones, cameras, or two-way pagers into the Institution.

• Contractor is responsible for removing all old equipment and material at their expense and restoring Federal property.

• Contractor to provide a written (5) year guarantee covering material and workmanship.

• Manufacturer warranties for equipment, supplies, or materials must be provided.

• Minimal electricity (120V) and restroom services will be provided by FBOP; all other utilities are the contractor's responsibility.
