Statement of Work (SOW) / Performance Work Statement (PWS)

To reconfigure and refurbish the training room and office in Building 6395 at the United States Coast Guard Cutter Chippewa facility in Buchanan, TN.

• The project area is approximately 1100 sq. ft.

• Replace or repair damaged/loose insulation and vapor barrier.

• Install new 1/2 inch gypsum sheetrock wall covering, including taping, mudding, and finishing.

• Prep and paint the newly installed wall covering with two coats of paint.

• Install a new acoustic ceiling grid system with new rails and 2'x4' acoustic ceiling tiles.

• Install a "mounting plate" in the ceiling grid capable of supporting a 15 lb overhead projector.

• Properly suspend and support HVAC ducting, electrical, and other utilities above the new ceiling grid.

• Install new HVAC ducting and registers into the new acoustic ceiling grid.

• Install fifteen 2'x4' cool white LED panel lights and an appropriately sized breaker.

• Relocate the light switch for the new LED panel lights to the nearest adjacent wall.

• Install eight new electrical receptacles on walls with appropriately sized breakers.

• Install one new electrical outlet in the ceiling for an overhead projector.

• Install four ethernet data ports.

• Remove four existing windows on the exterior of the project area.

• Install four new vinyl replacement double-hung windows.

• Repair concrete and/or apply self-leveling underlayment to provide a suitable substrate for flooring after removing existing flooring materials.

• Install Luxury Vinyl Plank Flooring with underlayment throughout the space.

• Contractor is responsible for providing a dumpster and all cleanup of the project area, including dumpster removal.

• Contractor shall protect all equipment and merchandise in work locations.

• Work must comply with the most current edition of the National Electric Code.

• Contractor must provide a Construction Progress Schedule including major milestones and events.

• Submittals will be reviewed by the Coast Guard and returned within 10 working days.

• The work is located at: U.S. Coast Guard Cutter Chippewa, 700 Coast Guard Road, Buchanan, TN 38222.

• The total contract performance period is 30 calendar days.

• Normal working hours are Monday through Friday, 7:00 am to 4:00 pm, unless otherwise approved.

• Contractor must be licensed in the state of Tennessee with certifications for all work requirements.

• Contractor is responsible for disposing of existing materials and any waste generated.

• Contractor must protect existing structures, utilities, work, and vegetation; any damage will be repaired at the contractor's expense.

• Comply with all hot work requirements of the Coast Guard unit.

• Coordinate staging and laydown areas with the Coast Guard.

• Contractor and subcontractor personnel must wear company identification at all times.

• Utilities (electricity and potable water) will be made available without charge, but the contractor is responsible for connection costs.

• Contractor shall provide temporary toilet facilities.

• Physically verify the location and elevation of underground and concealed utilities.

• Do not interrupt utilities until authorized by the Contracting Officer's Representative (COR).

• Work must be performed on an operational military installation; personnel must obey station regulations.

• Isolate construction areas with temporary partitions and dust controls.

• Provide movable high-visibility safety fencing and temporary covers on excavations.

• Contractor shall keep the work area and laydown/storage area clean daily.

• Comply with all applicable federal, state, and local laws and regulations for environmental protection.

• Submit a list of all personnel working on the project site prior to the preconstruction conference.

• All approved personnel must carry valid, Government-issued identification.

• Submit a written request for final acceptance electronically.

• Endorse all warranties or guarantees to the Government.

• Submit product data sheets for each manufactured item.

• Submit electronically Operation and Maintenance Manuals, including contact information, warranty, test procedures, performance data, start-up/operation/shutdown instructions, installation/maintenance/operating instructions, and parts list.

Solicitation / RFP / RFQ

This solicitation is for the reconfiguration and refurbishment of a training room and office located in Building 6395 at USCG Cutter Chippewa moorings, 700 Coast Guard Road, Buchanan, TN. The U.S. Coast Guard is seeking qualified individuals or firms to perform this work.

• Reconfigure and refurbish a training room and office.

• Work must be completed in accordance with the provided Scope of Work (SOW), which includes details and photos of the requirements.

• This will be a firm-fixed-priced purchase order.

• The contract performance period is 14 calendar days from notice to proceed and must be completed within 60 calendar days after receiving award.

• The evaluation factors for the offer are: Price, Technical Acceptability, and Past Performance.

• Offerors must provide their price, technical approach, and past performance with their quote.
