Performance Work Statement (PWS)

To provide a clean, environmentally safe workplace free of debris and pests through refuse collection and recycling services for the 99th Readiness Division (RD).

• Provide all personnel, supplies, supervision, tools, materials, equipment, transportation, and fuel for refuse and recycling services.

• Services to be performed on contractor-provided containers as detailed in the site plan.

• Contractor is responsible for establishing vehicle routes and collection schedules, subject to Government approval.

• Unscheduled collections may be required with 24-hour notice.

• Refuse collection and recycling services are to be performed at WV041 - PFC ANTHONY F. EAFRATI USARC, 100 FRONT STREET, WEIRTON, WV 26062-4297.

• Contractor shall maintain effective quality control.

• Government will evaluate performance using a Quality Assurance Surveillance Plan (QASP) and an inspection sheet (Exhibit 2).

• Services must meet standards in the PWS and all local, state, and federal regulations.

• Contractor must clean up spills and debris within ten feet of containers.

• Containers must be maintained in good, workable condition, free of odors, dirt, debris, and pests.

• Period of Performance: One 12-month base year and four 12-month option years.

• Place of Performance: WV041 - PFC ANTHONY F. EAFRATI USARC, 100 FRONT STREET, WEIRTON, WV 26062-4297.

• Contract Type: Firm Fixed Price.

• Hours of Operation: 8:00 AM to 4:30 PM, Monday through Friday, except Federal Holidays.

• Personnel: Contractor must provide a list of employees and alternates, ensure employees are capable and communicate in English, and maintain a neat appearance. A contractor representative must be onsite during normal duty hours.

• Security: Contractor personnel must abide by all security regulations and are subject to security checks.

• Hazardous/Special Waste: Not included in this contract. Contractor must report suspected hazardous materials.

• Environmental: Contractor is responsible for compliance with EPA regulations, RCRA, and Army regulations. Any release of hazardous substances due to contractor work must be cleaned up at contractor expense.

• Antiterrorism (AT) and Operations Security (OPSEC): Contractor employees must complete AT Level I and OPSEC Level I training within specified timeframes and comply with installation access and security policies.
