Solicitation / RFP / RFQ

This solicitation is for the regular overhaul (ROH) without dry-dock of the USNS RICHARD E BYRD (T-AKE 4). The repair and maintenance package is detailed in SSU SN 26-001.

• Perform planning, document preparation, engineering, procurement, prefabrication, and shipyard production work.

• Accomplish repairs, alterations, and maintenance.

• Provide management, procurement, production, testing, quality assurance, technical capability, and resources.

• Develop a performance milestone schedule/critical path chart.

• Comply with occupational and health standards for shipyard employment (29 CFR 1915).

• Adhere to specific requirements for historic and cultural resources if work is performed in Japan.

• Comply with requirements for prevention of discharge of oil and hazardous substances.

• Manage asbestos removal requirements.

• Utilize Time-and-Materials (T&M) Growth CLINs for anticipated growth work.

• Critical Safety Items (CSIs) are identified and require specific inspections and testing.

• Contract Type: Firm-Fixed-Price with Time and Material CLINs.

• Period of Performance: March 30, 2026 - May 28, 2026 (Options: May 29, 2026 - June 12, 2026).

• Place of Performance: U.S. 7th Fleet Area of Responsibility (AOR), with geographical restrictions, excluding India.

• Offer Submission Deadline: January 2, 2026, 13:00 HRS Singapore Standard Time.

• Evaluation Factors: Lowest Total Price and Technical (Understanding the Work Package, Ability to Perform the WI Package, Management Control and Quality Assurance), and Past Performance.

• Offerors must provide a proposal in four volumes: Price, Technical, Past Performance, and Cover Page/Other Submittal Requirements.

• Small Business Concerns: If offers from two or more responsible small businesses are competitive, other offers will not be considered for award. Otherwise, all offers will be considered.

• References in the Work Items will be provided via DoD SAFE.

• Conditional provisions and clauses are self-deleting if they do not apply.

• Offerors must not include Japanese Consumption Tax in their proposals.

• Liquidated damages will be established at the time of award.
