Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for the Removal and Installation of Decals on Fort Hood Fire Department (FHFD) Apparatuses. The government intends to award a Firm-Fixed-Price Contract. This is a 100% Total Small Business Set-Aside acquisition.

The contractor shall remove and re-label all FHFD Apparatuses. Specific requirements include providing and installing decals for:

• 1 Command Truck (CLIN 0001)

• 10 Command Trucks (CLIN 0002) with specific dimensions for door patches, stripes, and lettering.

• 8 Engines (CLIN 0003) with specific door patch dimensions.

• 1 Aerial (CLIN 0004) with specific door patch and sign board dimensions.

• 1 ARFF (CLIN 0005) with specific patch dimensions.

• 9 Attack trucks (CLIN 0006) with specific door patch and bed decal dimensions.

• 4 Brush Trucks (CLIN 0007) with specific door patch and fire decal dimensions.

• 2 Type 3 vehicles (CLIN 0008) with specific door patch and lettering dimensions.

• 3 Tenders (CLIN 0009) with specific door patch, black vinyl, and lettering dimensions.

• 1 Rescue 3 (CLIN 0010) with specific door patches, body decals, and roll-up door decals.

• 1 Rescue 1 (CLIN 0011) with specific door patch and special operations decal dimensions.

Statement of Work (SOW)

To define the requirements for the professional removal and installation of reflective 3M graphics and logos on emergency vehicles and equipment for the Fort Hood Fire Department (FHFD).

• Provide all necessary materials, tools, and equipment for removal and installation of reflective 3M graphics.

• Provide proof sheets for each apparatus design for FHFD approval.

• Remove all current reflective graphics.

• Clean and prepare apparatus panels for new graphics.

• Install reflective graphics according to 3M manufacturer guidelines and industry standards.

• Use 3M 680CR / 3M 8518 Laminate material.

• Ensure proper alignment, adhesion, and finish quality.

• Perform quality assurance inspections.

• Coordinate with FHFD to minimize operational disruption.

• Provide documentation verifying work meets SOW requirements.

• Minimum of 50+ years of experience in the emergency services industry.

• Employ certified Emergency Vehicle Technicians (EVTs).

• Operate a fully equipped facility within 5 miles of Fort Hood, Texas.

• Ability to gain access to Fort Hood Installation.

• Fully removed current graphics and installed new reflective 3M graphics on specified vehicles and equipment.

• Inspection and verification reports documenting compliance.

• Documentation of any installation deviations or adjustments.

• Work must conform to 3M installation standards and safety regulations.

• Graphics must be properly aligned, securely adhered, and defect-free.

• Acceptance contingent upon verification by certified EVTs.

• Removals and installations to be completed according to a mutually agreed-upon schedule.

• FHFD to be notified in writing of any schedule adjustments.

• Submit completion reports for each vehicle/item with photographs and verification.

• Submit a final report summarizing work performed, inspections, and compliance.
