Statement of Work (SOW)

To provide rental, delivery, setup, regular servicing, and removal of portable toilets, handwashing stations, and pumping services for one restroom trailer at Marine Corps Base Camp Lejeune Range Facilities for the USCG Special Missions Training Center (SMTC).

• Provide approximately 900 portable toilets and 500 handwashing stations over a 12-month period, fluctuating based on class and range schedules.

• Service all units twice weekly, including waste removal, cleaning, restocking of supplies (toilet paper, hand sanitizer, soap, paper towels), and trash removal within a 10-foot radius.

• Pump one restroom trailer twice monthly.

• Deliver and set up units for safe and efficient operation.

• Remove all units and leave the site clean at the end of the contract period.

• Locations include SA-29 Trax Pier, SMTC Armory, and various Range Locations (Stone Bay, G-10, Greater Sandy Run Area, K Ranges).

• Toilets must be serviced twice a week.

• Compliance with Federal, State, and Local laws, ordinances, and regulations regarding sanitation and waste disposal.

• Waste must be disposed of off-base.

• Base Period: April 1, 2026 - March 31, 2027

• Four one-year option periods available.

• Place of Performance: Marine Corps Base Camp Lejeune, NC.

• Portable toilets must be corrosion-resistant, withstand temperatures from -25 to +120 degrees Fahrenheit, have anti-skid flooring, and a minimum 40-gallon tank capacity.

• Each toilet must have a two-roll toilet tissue dispenser and a hand sanitizer dispenser.

• All units must be clearly identified with the Contractor's name and telephone number.

• Contractor employees must comply with all Government regulations, policies, and procedures, including identification and conduct requirements.

• A site visit is strongly encouraged for bidders.

• The Government Designated Representative will have 2 business days to review deliverables, and the Contractor will have 2 business days for corrections.

• Portable Toilets must be serviced twice a week.

• Servicing to occur during normal working hours (7:30 am - 3:30 pm, Monday-Friday, excluding holidays).

• Contractor must maintain sanitary conditions and comply with all relevant health and safety regulations, including sanitation standards and waste disposal protocols.
