• Capacity: Minimum 6,000# at 50-feet elevation/30-feet forward reach (on outriggers); 4,000# at 50-feet elevation/40-feet forward reach (on outriggers).
• Dimensions: Maximum stowed length 25-feet; maximum width with outriggers deployed 8-feet.
• Forks: Maximum 6" width, 2.5" thickness, minimum 48" length (60" preferred).
• Power/Age: Internal Combustion, no older than 5 years.
• Features: Solid pneumatic or foam-filled tires, enclosed cab with heat and operator cooling fan (A/C preferred), side-shift carriage, hydraulic fork positioners, integral lifting attachment points, front and rear working lights, and an audible backup alarm.
• Documentation: Manufacturer's capacity load chart and operator's manual.

Performance Standards require a technician on-site within 4 hours of notification for repairs, with repair completion within 24 hours or replacement within 48 hours. The contractor is responsible for preventative maintenance, repairs, and spill control. Equipment will operate around-the-clock with unlimited usage hours within the contracted period.

• Evaluation Criteria: Award will be made on an "All or None" basis using a Lowest Price Technically Acceptable (LPTA) approach, considering adherence to the schedule and/or soonest mobilization.

Special Requirements & Notes

• Security: Personnel must be US citizens with appropriate identification for shipyard access. Contractors must adhere to Portsmouth Naval Shipyard's Operations Security (OPSEC) Contract Requirements and Portable Electronic Device (PED) Policy, protecting Critical Information and Indicators (CII).
• Safety: Compliance with OSHECM Chapter 250 and CFR 1926/1915 standards for PPE and lockout/tag out procedures.
• Inspection: MHE will be inspected upon delivery; defects affecting operation will result in refusal. The rental period begins only after Government acceptance.
