Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW details the requirements for providing repair services to the sandblasting system, specifically focusing on the replacement of eight worn or aged conveyor belts.

• Location: Insulation Shop (X-57, Bldg. 2067) at US Naval Ship Repair Facility and Japan Regional Maintenance Center (SRF-JRMC), Yokosuka.

• Task: Replace all eight existing conveyor belts with new ones.

• Materials: New conveyor belts must meet or exceed specifications of JIS K6322 #125/2PLY/350W/3.0+1.5 (125N/mm tensile strength, 2 Ply fabric, 350mm wide, 3.0mm top rubber cover, 1.5mm bottom rubber cover).

• Ancillary Tasks:

  • Furnish all labor, materials, transportation, and supervision.
  • Submit a work schedule for Government approval.
  • Verify existing equipment functionality before belt replacement.
  • Conduct a gas inspection of the work area.
  • Disassemble and remove specified components (grating, mesh, chutes, lid plates) for access, with Government providing temporary storage space.
  • Collect and bag blasting sand.
  • Use anti-static vacuum cleaners if applicable.
  • Reassemble removed components to original condition.
  • Adjust belt alignment (tension, centering) after installation.
  • Conduct an operational test witnessed by the Government.
  • Submit a condition report and cost estimation for any unrelated problems found.
  • Submit a test report including material specifications and maintenance recommendations.

• Operational test must confirm normal operation without belt misalignment, improper tension, or poor rubber joints.

• Test report required upon completion of the operational test.

• Period: Work must be completed within seven (7) consecutive days by July 31, 2026.

• Place: Insulation Shop (X-57, Bldg. 2067), Yokosuka.

• Work period excludes weekends and federal holidays.

• Government will provide space for temporary storage of disassembled components.

• Government will provide container bags for collected blasting sand.

• Contractor must use anti-static vacuum cleaners if applicable.

• Technical Point of Contact (TPOC) is To Be Determined (TBD).

Solicitation / RFP / RFQ

This solicitation is for the repair of a conveyor belt for a sandblast system at SRF JRMC. The government is procuring this service to ensure the proper functioning of existing equipment.

• Repair of a conveyor belt for a sandblast system.

• The specific details of the repair work are outlined in Attachment I - Statement of Work (SOW).

• Pricing Arrangement: Firm Fixed Price.

• Period of Performance (POP): The contractor shall complete the required work within seven (7) consecutive days.

• Delivery Date: By 31 July 2026.

• Offer Due Date/Local Time: 14 May 2026, 02:00 PM.

• Evaluation will be based on Technical capability and Price (lowest price quote).

• The government reserves the right to consider past performance if aware of relevant information.

• Quoters must submit documentation demonstrating compliance with DFARS 252.225-7042 (operating and doing business in Japan).

• Requests for clarification must be submitted in writing by Monday, 11 May 2026, 10:00 AM Japan Time.

• Quotations must be on an "All or None" basis; partial or incomplete quotations are ineligible for award.

• This acquisition is unrestricted.

• NAICS Code: 326220 (Tire and Tube Manufacturing), Size Standard: 14 million.

• The solicitation includes numerous FAR and DFARS clauses, including those related to Electronic Funds Transfer (EFT), Consumption Tax, Customs and Tax Exemption, Inspection and Acceptance, Deliveries, Packaging and Marking, and Item Unique Identification.

• Attachment I - Statement of Work (SOW) contains detailed requirements for the repair.

• Offerors must submit SF 1449, a price quotation with detailed breakdown, and a published price list (if available).
