Statement of Work (SOW)

This Statement of Work (SOW) outlines the requirements for repair services for specific components used on U.S. Coast Guard (USCG) HC-130H and HC-130J aircraft. • Repair Services: The contractor will provide all necessary parts, labor, tooling, test equipment, and facilities to evaluate and repair components listed in the Schedule. Repairs must be performed in accordance with applicable technical directives or approved alternate standards.

• Parts: All replacement parts must be new and traceable to the Original Equipment Manufacturer (OEM). If new parts are unavailable, serviceable or repaired parts meeting technical directive requirements may be used with Contracting Officer authorization.

• Corrosion: The SOW addresses corrosion, which is expected due to the aircraft's operational environment. Corrosion removal and treatment must comply with technical directives and FAA Advisory Circular AC 43-48.

• Unusual Damage: Components may be determined "Unusually Damaged" due to obvious misuse, cannibalization, or crash damage. Specific reporting and proposal procedures are outlined for these cases.

• Condition: Components must be returned in an airworthy condition and suitable for installation on USCG aircraft.

• Certification: The contractor must be an OEM Certified Repair Facility. Documentation of OEM certification is required, specifically identifying the parts numbers in the Schedule. Equivalent airworthiness certificates (e.g., FAA 8130) are acceptable, but specific requirements for documentation apply.

• Quality Assurance: A Quality Assurance System must be maintained, including test component calibration and documentation.

• Documentation: A Certificate of Conformance (COC) prepared in accordance with FAR 52.246-15 is required for each repaired component.

• Period of Performance: Required delivery dates will be provided in the order.

• Place of Performance: Primarily at the Contractor's facilities or other USCG-approved locations.

• Contractor Certification: The contractor must maintain OEM certification throughout the contract period. Changes affecting certification must be immediately reported to the USCG.

• Subcontractors: All potential subcontractors must meet specified requirements and be listed. Subcontractors must provide documentation of services performed.

• Technical Data: The contractor must have access to the most current editions of all applicable technical directives and manuals. The USCG does not provide these documents.

• Environmental Requirements: Parts must be cleaned to be free of hazardous dust, including hexavalent chromium, cadmium, and lead, in accordance with specific standards.
