The U.S. Army Contracting Command - New Jersey (ACC-NJ), on behalf of the U.S. Army Combat Capabilities Development Command Armaments Center (DEVCOM-AC), is conducting market research for Repair / Replacement of Mission and Industrial HVAC and Refrigeration Systems at Picatinny Arsenal, NJ, and Benet Labs, NY. This is a Sources Sought notice to determine industry capability for future Blanket Purchase Agreements (BPAs). Responses are due by February 26, 2026.

Scope of Work

This requirement covers the repair, maintenance, modification, or modernization of mission and industrial HVAC and refrigeration systems. This includes, but is not limited to, process refrigeration, special laboratory environment control systems, compressed air and gas systems, laboratory plumbing, industrial dehumidifiers, 100% fresh air HVAC for energetic areas, and mission-specific heating/cooling for computer rooms. It specifically excludes standard HVAC for office spaces.

Individual projects under future BPAs will detail specific requirements, technical specifications, and deliverables, with orders issued via Call Orders, Contracting Ordering Officer Card (COOC) Orders, or Government Purchase Card (GPC) purchases. The anticipated period of performance for future BPAs is 5 years from the date of award.
