  • Question 1: Regarding whether one person can fulfill the roles of Quality Control (QC), Site Safety and Health Officer (SSHO), and Superintendent.
  • Response: Confirms that Section 1.8 SUPERVISION in the Statement of Work indicates that one person will fill these roles due to project complexity.

• Proposal Due Date: The proposal due date of 04 March 2026 at 12:00 PM local time REMAINS unchanged.

• RFI Cut-off: The cut-off for RFIs is 24 February 2026 by 2:00 PM EST.

• Other Terms: All other contract terms and conditions remain unchanged.

Statement of Work (SOW) / Performance Work Statement (PWS)

To repair the roof at Building 160 and perform incidental related work.

• Barricade the work area and install proper signage.

• Clean and dry approximately 195 ft x 10 ft of the roof.

• Conduct an adhesion test to ensure proper coating adhesion.

• Prep the surface to be resealed.

• Reseal the surface using manufacturer-recommended base, primer, and finish coats, using a product like or better than Hydrostop, matching the existing color.

• Perform a leak test using on-site water.

• Remove and properly dispose of debris and trash off MCAS Cherry Point base/government property.

• Conduct site cleanup and return the area to its original condition prior to leaving.

• Location: MCAS Cherry Point, Building 160.

• The building will remain in operation during the entire construction period.

• Contractor Access and Use of Premises:

  • Must comply with Activity regulations including safety, fire, traffic, and security.
  • Wear hard hats in designated areas.
  • Mark contractor equipment for identification.
  • Provide a list of contact personnel for emergencies.
  • Obtain access through the Defense Biometrics Identification System (DBIDS) or apply for One-Day Passes.
  • DBIDS registration requires specific documentation and background checks.
  • Lost or stolen DBIDS credentials must be reported immediately.
  • Smoking is prohibited within and outside of all buildings, except in designated areas.

• Working Hours:

  • Regular hours: 8 1/2 hour period between 7:00 am and 3:30 pm, Monday through Friday (excluding Government holidays).
  • Work outside regular hours requires Contracting Officer approval with 15 calendar days' notice.
  • Work is not permitted during nights to weekends unless approved.

• Occupied Building:

  • Work around existing occupied building without prior approval.
  • Existing buildings and contents must be kept secure.
  • Relocate movable furniture approximately 6 feet away from the working area and protect it.
  • Leave attached equipment in place and protect it, or temporarily disconnect, relocate, protect, and reinstall.

• Utility Cutovers and Interruptions:

  • Must be performed after normal working hours or on Saturdays, Sundays, and Government holidays.
  • New utility lines must be complete before interrupting existing service.
  • Contractor must not operate or disturb control devices in the station utilities system.

• Security Requirements:

  • No employee admitted without an Identification Badge or specific authorization.
  • Documentation requirements for access to MCAS Cherry Point are detailed.
  • Certain criminal activities will result in automatic denial of access.

• Submittals:

  • Spare Parts Data list.
  • Warranty Management Plan.
  • Operation and Maintenance Manuals (four electronic copies).

This is a Request for Proposal (RFP) for the "Repair Roof, B160, Station Motor T" project located at MCAS Cherry Point, North Carolina. The Naval Facilities Engineering Command (NAVFAC) is procuring roofing contractor services.

• All work must be completed within 60 calendar days after award.

• Contract Completion Date: Within 60 calendar days after award.

• Wage Determination: General Decision Number NC20260018 01/02/2026 (Building).

• Basis for Award: Lowest Price.

• Proposal Acceptance Period: 90 days from receipt of offers.

• Proposal Due Date: 04 March 2026, 12:00 PM EST.

• RFIs Cut-off Date: 24 February 2026, 2:00 PM EST.

• The Government intends to evaluate proposals and issue a task order without discussions; therefore, initial offers should contain the best terms.

• Only the contractors listed on the first page of the document are eligible to submit a proposal.

• A site visit is not required.

• Bid bonds are required. An electronic copy must be submitted with the proposal. No bonds are required for proposals less than $35K. Proposals valued at $35K and greater require a payment bond. Proposals valued at $150K and greater require a bid bond, a payment bond, and a performance bond.

• Specifications, drawings, and associated project documents are posted at www.sam.gov.

• Offerors are advised that funding may not become available, and no award will be made if funds are not available.
