Quick Summary

The Department of the Navy, NAVFACSYSCOM MID-ATLANTIC, is soliciting proposals for the replacement of the Holcomb Blvd Culvert Pipe at Marine Corps Base Camp Lejeune, NC. This project is a Historically Underutilized Business (HUBZone) Set-Aside with an estimated value between $250,000 and $500,000. Proposals are due January 7, 2026, at 3:00 PM EST.

Scope of Work

The project involves the demolition and removal of an existing reinforced concrete pipe (RCP), drop inlets, and a concrete headwall under Holcomb Blvd. This will be replaced with approximately 230 linear feet of new Class V 18-inch RCP, one new cast-in-place headwall, and two new precast drop inlets. Additional work includes installing rip rap at the discharge point, repairing damaged pavement markings, and cleaning out the existing outfall to restore flow.

Special requirements include measuring and recording inverts/elevations before demolition, disposing of all demolition debris off-base, protecting adjacent infrastructure, and implementing sheeting, shoring, and dewatering measures. The contractor is responsible for locating and protecting all underground utilities, including telecommunications and commercial cabling, and for submitting a traffic control plan 21 days prior to work commencement, ensuring two-way traffic is maintained on Holcomb Blvd. Handling of any encountered Asbestos-Containing Material (ACM) must follow specified procedures.
