This document is a Request for Information (RFI) to conduct market research for an upcoming project at Shaw Air Force Base (AFB) to "Replace Lights in Building 1947". This notice is for information and planning purposes only and is not a Request for Proposal or Quotation. Shaw Air Force Base is conducting market research to determine interest and capability for a new firm fixed price construction requirement to upgrade the facility's lighting system in Building 1947 by replacing outdated fluorescent fixtures with modern, energy-efficient LEDs. The anticipated NAICS Code is 238210 with a size standard of $19M.

Statement of Work (SOW)

This SOW details the requirements for an LED upgrade of all office troffer lights at ARCENT B1947 on Shaw AFB for FY26.

• Demolition: Removal and disposal of existing fluorescent lighting fixtures (1'x4', 2'x4', 2'x2'), including lamps, ballasts, and hangers, back to the existing circuit and conduit.

• Installation: Installation of new LED troffers of various types (A1, A2, A3, A4, A5, A9, B1, P1, P2, P3) across both floors of the facility. Specific quantities and locations for each type, including those requiring emergency battery backups, are detailed.

• Compliance: Work must adhere to International Building Code (IBC), National Electric Code (NEC), National Electrical Safety Code (NESC), National Fire Protection Association (NFPA), ASHRAE 90.1, Unified Facilities Criteria (UFC 3-530-01), and Shaw AFB design standards (2018).

• Lighting Standards: New LEDs must meet an average illuminance of 30 fc, have a CRI of 80+, a CCT of 3500K, operate within 100-277V, and have dimming capability between 30% and 70% (though static lighting with on/off toggle switches will be used).

• Deliverables: Includes shop drawings with illuminance calculations, updated drawings (CAD files), an updated light panel list, commissioning of systems, and provision of O&M manuals.

• Period: FY26 (27 weeks to complete the lighting replacement).

• Place: ARCENT B1947 at Shaw AFB.

• Coordination: Minimal impact on base operations; coordinate with contract inspector for access and provide a 2-week minimum notice.

• Access: A scaffolding/scissor lift will be required for fixtures at 28' high.

• Hazardous Materials: Account for special treatment of hazardous waste (fluorescent tubes, etc.) and environmental implications; recycling and proper disposal are required.

• Submittals: Manufacturer's cut sheets, shop drawings, updated drawings, light panel list, and a completed DD1354 form (progress payments and final inspection).

• Warranty: Minimum one-year warranty against defects.

• Permits: Contractor is responsible for obtaining all required permits.

• Reporting: Daily reports in RAKEN format with dump receipts required by 0800 the following work day.

• Debris Hauling: Use approved routes, ensure debris is enclosed, and dispose of in an authorized landfill or transfer station. No disposal or burning on base.

• Pre-construction Meeting: To be held at Shaw AFB to discuss requirements and issues.

• Site Access: Contractor will need an escort with security clearance.
