Evaluation & Requirements
Award will be made on a Lowest Price Technically Acceptable (LPTA) basis. Offerors must refer to Section L for proposal preparation and Section M for evaluation factors. Critical requirements include using the updated Wage Determination (MS20260050, May 18, 2026), ensuring separate individuals for Superintendent and QA/QC roles, and submitting a contract-specific QA/QC plan. The contractor is responsible for commissioning and TAB. Funds are not presently available, and the Government reserves the right to cancel the solicitation. All amendments must be acknowledged.
