Statement of Work (SOW) / Performance Work Statement (PWS)

To replace the existing 135kW 169 kVA 277/480v Three-Phase Diesel Genset and Automatic Transfer Switch (ATS) at lift station 840 in the Marin Headlands, Golden Gate National Recreation Area.

• Removal and disposal of the existing Kohler generator (model #135ROZJ) and existing ATS.

• Furnish and fully install a new genset and ATS that match the performance standards of the existing equipment.

• Complete all electrical, controls, gas, and mechanical exhaust connections.

• Test operation of all new equipment.

• Ensure the new generator is compliant with California Air Resource Board (CARB) and Bay Area Air Quality Management District (BAAQMD) rules and regulations.

• Apply for and obtain a permit to operate the new genset and any required retirement permit for the existing genset from BAAQMD.

• No modifications to the existing building are allowed.

• The new generator must match the performance standards of the existing generator.

• The new ATS must match the performance standards of the existing ATS.

• The genset shall be UL listed.

• All controls shall be fully accessible.

• The work is located at lift station 840 Bunker Rd, Sausalito, California, 94965.

• On-site work hours are generally Monday through Friday, 8 a.m. to 5 p.m., unless otherwise indicated.

• Backup Generator Coverage: If the backup generator is offline overnight, the contractor must provide and connect a temporary backup generator.

• Permit Compliance: The new generator cannot be operated until the BAAQMD permit to operate is issued and active. A temporary backup generator must be maintained on-site until the new generator is legally operable if installed before the permit is active.

• Contractor is responsible for field verifying measurements and suitability of existing connections and pads.

• Contractor shall furnish a one-year warranty of parts and labor upon acceptance.

• Contractor is responsible for removal and proper disposal of all old equipment, including removing fuel from the existing genset.

• Contractor is responsible for fully filling the fuel tank of the new generator at the end of the project.

• Contractor shall implement best management practices (BMPs) to prevent fuel spills, debris, or contaminants.

• Contractor is responsible for any fees or fines associated with sewage spills during the generator swap.

• If a shutdown longer than 90 minutes is required, the contractor must provide sewage truck pumping/transport to maintain uninterrupted services.

• New Genset and ATS installed and operational.

• BAAQMD permits for the new and retired gensets.

• Operations and maintenance sheets.

• Submittals prior to notice to proceed: Designation of project superintendent/manager, proof of insurance/bonding, safety plan, genset product specifications, ATS product specifications.

Solicitation / RFP / RFQ

This solicitation is for the replacement of pump station 840 generator at the Golden Gate National Recreation Area (GOGA) by the National Park Service (NPS). The contractor will be responsible for providing all supervision, labor, equipment, testing, and supplies necessary for the work as detailed in the project specifications and attachments.

• Replacement of pump station 840 generator.

• Replacement of Automatic Transfer Switch (ATS) (Option Item 1).

• The work includes all supervision, labor, equipment, testing, and supplies.

• A site-specific safety plan is required.

• Davis-Bacon Wage Rates apply.

• Workers' compensation insurance is required.

• Liability insurance is required with specific coverage amounts.

• Prohibition against the use of lead-based paint.

• The anticipated contract type is a firm-fixed-price purchase order.

• The period of performance is 365 calendar days after receiving notice to proceed.

• The contractor shall begin performance within 10 calendar days after award.
