Quick Summary

The National Park Service (NPS), under the Department of the Interior, is soliciting proposals for the replacement of the 135kW diesel generator and associated Automatic Transfer Switch (ATS) at Pump Station 840 within the Golden Gate National Recreation Area (GOGA) in Sausalito, California. This is a Total Small Business Set-Aside. The primary objective is to replace malfunctioning equipment and ensure compliance with environmental regulations. Proposals are due by March 18, 2026, at 12:00 PM PDT.

Scope of Work

The contractor will be responsible for furnishing and installing a new 135kW diesel genset (equivalent to Kohler 135ROZJ with John Deere 6081TF001 engine) and a new fuel tank that fits the existing footprint. This includes the removal and disposal of the existing generator and ATS, replacement of the ATS panelboard, and a new manual transfer switch (MTS). All electrical, controls, gas, and mechanical exhaust connections must be completed, and the system tested. No modifications to the existing building are permitted. The new generator must be Tier 4, UL listed, and compliant with California Air Resource Board (CARB) and Bay Area Air Quality Management District (BAAQMD) rules, with the contractor responsible for obtaining the necessary BAAQMD permit to operate. The project includes a base bid for the genset replacement and an option item for the ATS replacement.

Contract Details

This acquisition is a Total Small Business Set-Aside under NAICS Code 238210 (Electrical Contractors) with a $19,000,000 size standard. The anticipated contract type is a firm-fixed-price purchase order. The period of performance is 365 calendar days after receipt of the notice to proceed. Performance and payment bonds are required for awards over $35,000 and $150,000 respectively, and liability insurance is mandatory. Davis-Bacon Wage Rates apply.

Key Requirements & Deliverables

Bidders must provide a temporary generator capable of powering 100hp pumps (125 amps at 480v 3 Phase) if the backup generator is offline overnight. System shutdowns must not exceed 90 minutes; longer shutdowns require sewage truck pumping or electrical bypass. The contractor is responsible for field verifying measurements, supplying DEF fluid, managing fuel removal/filling, and cleaning up any spills or sewage overflows. Submittals required before notice to proceed include project superintendent/manager designation, proof of insurance/bonding, a safety plan, and genset/ATS specifications. Post-completion submittals include O&M sheets, BAAQMD permits, and warranties.

Submission & Evaluation

Offers must be submitted electronically via email by March 18, 2026, at 12:00 PM PDT. Evaluation will consider Price, Relevant Experience, Past Performance, Technical Approach, and possession of a current and valid California Contractor State License (A, B, or C-10 Electrical Contractor). Offerors must be registered in SAM.
