This solicitation (FA930226Q0050) is for the "Replacement of six full-height Turnstiles." This includes the removal and replacement of four single full-height turnstiles and two tandem full-height turnstiles. The Product Service Code is 3550.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) defines the requirements for the replacement of six full-height turnstiles at Edwards AFB, CA. The contractor will provide all labor, materials, tools, and equipment for the delivery, removal, construction, installation, and training related to the turnstiles.

• Replacement of six full-height turnstiles on ramp 8 at Edwards AFB, CA.

• Contractor shall perform onsite preparation, erect safety barricades, daily site clean-up, and demobilization.

• Work hours are 7:00 AM to 4:00 PM, Monday through Friday, excluding federal holidays. Prior coordination with the 412 MXG/MXOL Site Support office is required.

• Contractor shall adhere to relevant UFC, MIL STD, FAA specifications, Military Specifications, Air Force Instructions, and Edwards AFB Standards.

• Contract personnel will be escorted by the 461st FLTS F-35 Site Support personnel while on the flightline and must follow all flightline rules.

• Contractor shall provide drawings, warranty information, material samples, product data, and a work schedule for Government review and approval.

• Four turnstiles to be installed on the Ramp 8 north fenceline near building 1820.

• Two turnstiles to be installed on the Ramp 8 south fenceline near building 1808.

• Contractor shall provide onsite training to a minimum of 13 technicians for basic maintenance and repair.

• Contractor is responsible for the removal and disposal of existing turnstiles.

• Contractor must provide copies of all wiring diagrams and mechanical schematics.

• Completion is required within 90 days after receipt of order.

• Work will be performed at Edwards AFB, CA.

• Turnstiles must be compatible with the existing Hirsch access control system.

• Turnstiles must fail in an open exit position during a power loss, but not allow re-entry.

• Turnstiles must have a manual override key for security during power outages.

• Contractor shall comply with all applicable environmental regulations, including recycling and litter control.

• Contractor employees are subject to criminal history background checks and must obtain base access credentials (Edwards AFB Form 496, DBIDS Card, or CAC).

• Contractor employees must complete Antiterrorism Awareness Level I training and OPSEC training.

• Contractor must comply with OSHA requirements and report mishaps promptly.

• Contractor shall not perform inherently governmental functions.
