Quick Summary
The U.S. Secret Service (USSS), under the Department of Homeland Security, has issued a Request for Information (RFI) to gather details on existing capabilities or the feasibility of developing an online investigative searching tool/application. This tool would serve as an intermediary for 3rd party airline travel information between airlines and travel agencies. The RFI was amended on March 6, 2026, with added Q&As. Responses are due by March 10, 2026.
Scope of Work / Information Sought
The USSS is seeking a tool capable of providing specific search results, including but not limited to: date of issue, ticket number, passenger name and record number, ticket segment number, dates and names of departure/lifting/plating carriers, flight number, origination and destination airports, form of payment, travel agency number, and indication of a voided ticket.
Operational requirements include: secure/encrypted email delivery of results (though API-driven or portal-based solutions are preferred), inclusion of search date and criteria description within 5 working days, and a maximum 8-hour response time for exigent law enforcement requests (24/7).
Vendors must possess established data-sharing agreements with airlines and online travel agencies, and maintain an existing database for law enforcement purposes. The solution must support fuzzy matching and alias searching, and include data from both domestic and international carriers. All delivered data and investigative results must reside within Government-controlled infrastructure, and FIPS 140-2/140-3 encryption standards are required.
