Purpose & Scope
This RFI is for planning purposes only and is not a solicitation. The U.S. Air Force (USAF) is seeking information to establish F-15EX organic maintenance capabilities, maximizing existing F-15 legacy assets. The effort will support Air Logistics Complexes (ALCs) by identifying requirements and facilitating the design, build, or purchase of Specialized Test Equipment (STE), Test Program Sets (TPS), and Interface Test Adapters (ITAs). A primary focus is on the Heads Up Display Control Panel (HUDCP) repair and maintenance, including associated parts, spares, and technical data rights for software.
Information Sought
The USAF is interested in industry solutions for:
- Efficient organic repair of Depot Activation components.
- Addressing Technical Data (TD), data rights, and Intellectual Property (IP) issues.
- Cost, schedule, and performance details for Depot Activation components.
- Most efficient contracting solutions and current contractor experience with the Department of Defense (DoD).
Response Requirements
Respondents must submit an unclassified White Paper (CUI acceptable) that includes:
- A corporate overview and basic qualifications.
- Information on hardware/software development projects related to Depot Activation.
- Specific company details: Name, Date of Incorporation, Years in Business, Employees, Security Clearance, History, Location, Contact Info, DUNS#, and Cage Code.
- Identification of small business size standard based on NAICS code 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing).
- Clearly mark any proprietary or competition-sensitive information.
