Quick Summary

The Department of the Air Force is conducting a Request for Information (RFI) for F-15 Specialized Engineering and Technical Services / Avionics Systems Supportability Analysis Program. This market research aims to identify potential sources with technical expertise and capabilities to manage F-15 Avionics Systems components, though the requirement is currently being considered for a sole-source contract with BAE. Responses are due March 6, 2026.

Scope of Work

This RFI seeks capabilities for a thirty-two-year contractor sustainment effort in F-15 avionics. Services include increasing part data reliability, providing part analysis and resolution, and fulfilling Technical Order (TO) validation needs. The work involves managing desk top technical order part audits and analysis for the 409 SCMS Managed F-15 Supply Chain Management and Obsolescence Management Programs. This includes auditing existing TOs for part number validity and consistency, developing AFTO 252 Technical Order Change Packages, updating TOs, and updating Parts Configuration Management System (PCMS) data files. The effort covers thousands of components and numerous TOs. Potential sources must maintain a Secret clearance. The government will provide computers and workstations at Warner Robins AFB.

Contract & Timeline

  • Type: Request for Information (RFI) / Market Research
  • Anticipated Duration: 3 years (1-year basic + 2 one-year ordering periods)
  • Set-Aside: None specified (market research stage)
  • Response Due: March 6, 2026, 11:00 PM EST
  • Published: January 21, 2026

Evaluation

This is market research to identify potential sources that possess the technical expertise, capabilities, and experience to meet qualification requirements. The government is specifically looking for firms capable of managing F-15 Avionics Systems components.

Additional Notes

This requirement is currently being considered for a stand-alone sole-source contract with BAE. The government does not have assets for reverse engineering or training. No samples will be provided. Participation in this survey does not guarantee participation in future solicitations or contract awards, and participants will not be reimbursed for expenses.
