Request for Information - F-15 ENGINE FUEL HYDRAULIC DISPLAY DEPOT ACTIVATION CAPABILITIES

Request for Information (RFI) / Sources Sought

This RFI is issued by the Air Force Lifecycle Management Center (AFLCMC/WAQ) for the F-15 Program Office to conduct market research for Depot Activation capabilities for the F-15EX program. The goal is to identify potential sources for establishing organic depot maintenance capabilities, maximizing the use of existing F-15 legacy assets, and improving supply chain efficiencies. This RFI is for information and planning purposes only and does not constitute a solicitation.

The F-15EX program is a multi-role weapon system intended to replace the existing F-15C/D fleet and augment the F-15E fleet. Depot Activation is defined as material maintenance or repair requiring overhaul, upgrading, or rebuilding of parts, assemblies, or subassemblies, and testing and reclamation of equipment. The objective is to establish F-15EX organic maintenance capabilities. This effort will involve contractor identification of requirements and the design, build, or purchase of Specialized Test Equipment (STE), Test Program Sets (TPS), and Interface Test Adapters (ITAs) for depot-level hardware testing and repair. The Air Force will provide common support equipment. The RFI specifically seeks information related to a critical cockpit display system ({END ITEM}) which provides real-time monitoring and status for aircraft systems.

• Industry input on efficient solutions/capabilities for organically repairing components related to Depot Activation.
• Solutions for addressing Technical Data (TD)/data rights/Intellectual Property (IP) rights.
• Cost, schedule, and performance information for Depot Activation components.
• Most efficient contracting solutions and existing DoD contracts.
• Rapidly fieldable, producible, and scalable Depot Activation solutions.
• Training for USAF Maintenance Technicians on STE operation, maintenance, and calibration.

Interested sources are requested to submit an unclassified White Paper (CUI acceptable) describing their system. The submission should include:

• Company Information (Name, Incorporation Date, Years in Business, Employees, Clearance Level, History, Location, Contact Info, DUNS, Cage Code).

• Point of Contact details.

• Supporting documentation (brochures, presentations, etc.) is acceptable but may not be reviewed.

• Proprietary information must be clearly identified and marked.

• Small business size standard based on NAICS code 334511 (1,350 employees) and any socioeconomic classifications should be identified.

• A statement of intent to submit a response is due within 14 calendar days of posting.

• Responses are due 14 calendar days after posting.

• Technical questions should be directed to Jeffrey Hubbard (Jeffrey.hubbard.4@us.af.mil).

• Contracting questions should be directed to Laura Harr (laura.harr@us.af.mil).

• Information is subject to Export Control (ITAR/EAR). A Certified DD Form 2345 is required.

• "Export-Controlled Item" clause will be included in all resulting contracts.

• Foreign participation is not authorized, though Foreign Nationals can be employed under specific conditions.

• Respondents may be given the opportunity to participate in an Industry Day if deemed capable.
