Quick Summary

The Department of the Air Force, specifically the Air Force Life Cycle Management Center, Armament Directorate, is conducting market research through a Request for Information (RFI) for a Family of Affordable Mass Missiles – Beyond Adversary’s Reach (FAMM-BAR). The purpose is to identify industry sources capable of designing, developing, and manufacturing an adaptable and affordable family of mass missiles. Responses are due by April 29, 2026, at 1700 hrs EST.

Scope of Work

The RFI seeks information on industry's ability to produce a single, common, air-to-surface munition that is affordable, adaptable, and possesses significant standoff range. The core concept involves a singular design allowing for primary deployment via Palletized (from cargo aircraft) and a secondary deployment method via Lugged (from fighter and additional aircraft). The program office is also gathering information on the munition's ability to be delivered from air-to-surface and surface-to-surface by Army and Navy systems, purely for informational purposes. Performance attributes include a range of ≥ 1000 NM, speed of ≥ 0.7 M, targeting slow-moving maritime targets, and mid-course navigation. The anticipated annual production objective is 1000-2000 units per year for 5 years.

Contract & Timeline

This is an RFI for market research only and does not constitute a solicitation or commitment to contract. The anticipated security level for this effort is UNCLASSIFIED. Responses should consider meeting criteria for an Other Transaction Authority Agreement (10 U.S.C. § 4022).

  • Response Due: April 29, 2026, 1700 hrs EST
  • Published: April 29, 2026
  • Set-Aside: None specified

Submission & Industry Day

Interested parties must submit a white paper (Microsoft Word compatible, 10 pages or less, 1-inch margins, 12-point font) via email to AFLCMC.EBIW.Contracting@us.af.mil with the subject line "RFI Response: FAMM-BAR". The submission must include a company profile (Name, Address, POC, Email, Website, Phone, NAICS code 332993, DUNS/CAGE Code) and names/email addresses of up to three (3) attendees for the Industry Day scheduled for May 6, 2026. Submission of a white paper is required to be eligible for an Industry Day invitation; not all submissions will qualify. While the RFI focuses on complete system solutions, information on sub-system levels is accepted and may be discussed separately, not requiring a formal white paper format. Technical Data Packages (DAS 2.1 or 3.0 TDPs) will not be provided, but ICDs and top-level drawings are available upon request. The 'unitary lugged/palletized' concept refers to a single, integrated weapon system with dual-launch capabilities.

Additional Notes

Respondents are responsible for all costs associated with their submission. Proprietary information must be clearly marked and segregated. Questions should be emailed to the same address as submissions.
