Purpose & Scope

MARAD is investigating the potential to lease new RO/RO vessels to support the U.S. maritime industry and national defense/humanitarian missions. The RFI aims to tailor the proven Vessel Construction Manager (VCM) acquisition approach, allowing the Government to purchase or lease vessels under a single contract. The proposed strategy involves a four-ship block buy with one winning offeror, where Ships 1 & 2 would be government-funded and owned, and Ships 3 & 4 would be privately financed by the offeror and leased to MARAD.

Key vessel characteristics include:

  • Newly constructed, coastwise endorsement eligible, built in U.S. shipyards.
  • Maneuverability for docking without tugs (bow/stern thrusters, flap rudder).
  • Accommodation for 48 personnel plus riders, with extensive food, fresh water, and gray water storage.
  • Propulsion: Slow speed diesel, 12,500 kW main engine, capable of 19 knots full speed and 18 knots cruising speed, with a range of 12,000+ miles.
  • MARAD will crew and maintain the leased vessels.

Contract Details

The charter period for privately financed vessels is anticipated to be a total of 20 years per hull, structured as consecutive charters. Leases are expected to be for a 20-year fixed period or five-year terms with options for additional five-year terms. MARAD desires an option to buy these vessels during or after the lease term. Lease terms and payments are subject to congressional approval.

Submission & Feedback

Respondents are encouraged to provide candid feedback on the proposed acquisition strategy, including structural concerns, potential disqualifying issues, and alternative structures. Specific feedback areas include commercial maritime industry standards, financing, charter rates, delivery times, liability, asset valuation, ship design, title transfer, market timing, fuel choices, and regulatory considerations (Jones Act, MARAD). Responses are limited to 20 pages.
