Quick Summary
The Department of the Air Force is conducting market research via a Request for Information (RFI) for the repair of C-5 Aft Cargo Center Doors (Left & Right). This RFI seeks to identify potential sources with the expertise and capabilities for this specialized repair. While Repair/Maintenance/Sustainment Category (RMC/RMSC) codes suggest competitive repair, the government currently intends to award a follow-on contract to the existing specialized service provider, ES3, Inc., to avoid delays. Responses are due March 6, 2026, by 5 PM EST.
Scope of Work
This opportunity is for the one-time repair of one Left Side (NSN 1560012966316, Part Number 4F69010-101A) and one Right Side (NSN 1560012979975, Part Number 4F69010-102A) C-5 Aft Cargo Center Doors. No additional quantities are expected for at least two years. The scope, detailed in the Statements of Objectives (SOOs), includes:
- Teardown and Inspection: Preparing a Teardown and Inspection Report, identifying part numbers via data plates, listing missing parts, determining proposed repair methods, evaluating corrosion, and recording discrepancies. Specific attention to fasteners, wear, and damage. Honeycomb skin panels are 100% replacement parts.
- Technical References for Overhaul: Creating and submitting 3D "as-designed" models and simplified overhaul manuals for government approval. Utilizing Lockheed drawings and numerous Technical Orders (T.O.s) for procedures like corrosion control, nondestructive inspection (NDI), structural repair, and programmed depot maintenance.
- First Unit Repair Verification (FURV): Documenting all repairs, providing material and process certifications, submitting Supplier Quality inspection reports, and photo documentation. Creating an "as-manufactured" 3D model via laser scan and conducting CAD compare analysis, reporting deviations exceeding 0.1 inches.
- The contractor will be responsible for all materials, support equipment, tools, and services.
