Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The Defense Logistics Agency (DLA) / DLA Aviation at Warner Robins, GA is conducting market research to identify potential manufacturers for the AN/ALQ-172 Redesigned LRU-4 Countermeasures Transmitter, LRU-8 Antenna Control Subassembly, and LRU-21 Control Indicator. These components are critical for the AN/ALQ-172(V)2 Countermeasure Set. The Government intends to award a sole source contract to L3Harris Technologies, Inc. due to proprietary data and specialized test equipment. Responses from interested manufacturers are due March 5, 2026.

Scope of Work

This request seeks sources for the qualification and production of three specific Line Replaceable Units (LRUs) that are Form Fit Function Interface (FFFI) for legacy components:

  • Redesigned LRU-4 Countermeasures Transmitter (NSN 5865-01-718-3672, PN 2688804G002): Provides high-level amplification of Pulse Radar (PR), Pulse Doppler (PD), or Continuous Wave (CW) ECM signals and applies various modulations. It also recovers modulation characteristics.
  • Redesigned LRU-8 Antenna Control Subassembly (NSN 5985-01-734-3532, PN 2624708G007): Provides the high band PAAS with an electronically steerable antenna beam in the azimuth plane and a fixed beam in the elevation plane, ensuring full azimuth hemispheric ECM coverage.
  • Redesigned LRU-21 Control Indicator (PN 2680721G005): Controls the operating status of the Countermeasure Set (CMS), displays threat types and directions, JAM indications, and facilitates system testing, data loading, and operation recording via the CMS 1553 bus.

Contract & Timeline

Impediment to Competition & Intent

The Original Equipment Manufacturer (OEM) is L3Harris Technologies, Inc. The Government currently lacks the finalized production-level data, test specifications, and test software for these redesigned LRUs, which are not expected to be available until approximately Q3 FY26. Additionally, the necessary test equipment (Enhanced Maintenance Test Set (EMTS) hot mockup and universal VDATS tester) is currently in use by L3Harris for other contracts and cannot be moved or furnished. Without this data, knowledge, and test equipment, other vendors cannot integrate, test, and deliver these units to the required production standard. Therefore, DLA/AWB intends to award a sole source contract to L3Harris Technologies, Inc. for the manufacture of these LRUs to support the B-52 AN/ALQ-172 bomber program, citing FAR 6.302-1 (Only One Responsible Source).
