• First Article Delivery: Within 45 calendar days from contract award.

• Subsequent Orders: Delivery of 2 boats within 30 days for orders up to 10 boats; for orders exceeding 10 boats, the first 2 boats within 30 days, and the remainder at approximately 4 boats per month.

• Proposals must be submitted in two separate volumes: Volume I (Mission Effectiveness, 10-page limit) and Volume II (Past Performance and Price, 3-page limit for Past Performance, CPARS and PPQ exempt). Pricing is not to be included in Volume I.

• The Government intends to award without discussions, so initial proposals should contain the offeror's best terms.

• Evaluation Factors (in descending order of importance): Mission Effectiveness, Past Performance, and Price.

• Award will be made on a best-value basis, with non-price factors being significantly more important than price.

Statement of Work (SOW)

To establish the capability for the U.S. Coast Guard to operate boats patrolling the shallow water riverine environment along the southern border. These boats, designated Border Security Riverine – Shallow Water (BSR-SW), will be operated primarily by Coast Guard Forces – Rio Grande for Law Enforcement Operations, including Drug and Migrant Interdiction.

Procurement of Border Security Riverine – Shallow Water boats, including associated design, production, delivery, trailers, warranty, outfitting, technical data, and logistics data.

• Program Management (CLIN #001): Overall project management, subcontractor management, technical direction, coordination, and administrative work. Includes hosting/attending meetings and a Contract Initiation Conference within 5 days of award.

• BSR-SW Production (CLIN #002): Production, integration, outfit, testing, and warranty of the BSR-SW boat and associated equipment per Attachment J-1 "System Specification". This includes procurement and installation of Contractor Furnished Equipment (CFE) and completion of First Article Testing.

• Trailers (CLIN #00203): Provision of boat trailers and warranties per Attachment J-1 "System Specification".

• Delivery and Shipping (CLIN #003): Delivery of boats and trailers to Coast Guard Forces Rio Grande in Weslaco, Texas.

• Design and Development (CLIN #005): Design and development of the boat and trailer to meet Attachment J-1 "System Specification" requirements, including design and engineering, development of testing plans, and delivery of Technical Manuals and Publications.

• Testing and Evaluation (CLIN #006): Development of test plans as required by Attachment J-1 "System Specification" paragraph 092 "Vessel Testing".

• Acceptance of each boat will follow confirmation that it meets the requirements of the Specification and Statement of Work, confirmed by execution and signature of the Acceptance form (DD-250).

• Test plans must be submitted for Government approval at least 5 days prior to First Article Testing.

• Delivery to Coast Guard Forces Rio Grande, 2611 Vo Tech Drive, Weslaco, TX 78599.

• All work must comply with Attachment J-1 "System Specification" and "Technical Data Requirements".

• Contractor shall notify the Contracting Officer within five business days of actual or potential contract problems.

This document establishes the operational requirements for the procurement of Coast Guard Border Security Riverine – Shallow Water (BSR-SW) boats. The BSR-SW is a shore-based boat with a primary mission responding to Law Enforcement operations, specifically Migrant Interdiction (MI) and Drug Interdiction (DI). These missions will be performed in varied maritime climates and situations, including Riverine Environments, Inland Waterway Environments, and US Southern Border area Environments. The BSR-SW will be a Coast Guard standard boat platform capable of projecting CG capabilities in a riverine environment. • Performance: Top speed 30+ knots, cruising speed 20 knots (fully loaded), maintain 15+ knots against Rio Grande current (0.6-2.5 knots). Stability for Person in the Water (PIW) recovery. Capable of 6-hour patrols with specific speed profiles.

• Configuration: Fleet mix of 13 boats with jet drives and 11 with propeller drive. Monohull High Density Polyethylene (HDPE) hull designed for impact resistance. Hydraulic steering. Single outboard gasoline engine.

• Crew: Full crew compliment of 4 members (225 lbs per person). Independent seats for non-coxswain crew, leaning post for coxswain.

• Systems: Flashing blue law enforcement lights, navigation lights, bow-mounted front-facing infrared lights for nighttime operations. Night vision considerations for all lighting, displays, and emissions. Stowage for gear. Cable bar for protection against river hazards. Removeable sun protection. External communications, navigation controls, and displays.

• Supportability: Deployment and recovery from land and water. Road transport capability up to 65 mph on highways and 30 mph on unimproved roads. Vessel and trailer fully loaded not to exceed 2,500 lbs. Boat Information Book, drawings, Master Equipment List, Recommended Spare Parts List, and List of Special Tools and Long Lead Parts.
