Headquarters Air Force (HAF)/A2 seeks a commercially-available enterprise license subscription for a PAI alerting solution. The service will leverage diverse publicly available information sources to detect emerging events in near real-time, evaluate content, and push alerts to users based on user-defined areas and topics of interest. The solution must be scalable to a Department of War (DoW) enterprise capability, supporting approximately 3.41 million personnel with an initial anticipated volume of 200,000 provisioned user accounts, and keep pace with commercial industry developments. The objective is to provide situational awareness, force protection, indications and warnings, and support for emergency and contingency operations.
Contract Details
- Contract Type: Firm Fixed Price (FFP)
- Period of Performance: A base period (August 6, 2026 - May 4, 2027) plus four (4) option years, extending through May 4, 2031. An Option to Extend Services (FAR 52.217-8) for up to six months is also included.

Submission & Evaluation
- Proposal Due Date: Monday, May 4, 2026, at 10:00 AM Eastern Time.
- Submission Method: Electronic via email to the Contracting Officer (CO) and Contract Specialist (CS). Large files (>10MB) or CUI documents must be submitted via DODSAFE.
- Proposal Volumes: Three volumes are required:
- Administrative (Volume I): Includes Executive Summary, SF1449, Reps and Certs, Financial Resources, OCI Assessment/Mitigation Plan, and Affordability.
- Technical (Volume II): Comprises a Technical Solution narrative and a Technical Demonstration.
- Price (Volume III): Utilizes the provided Price Proposal Template (Attachment 4) and supporting documents.
- Evaluation: A best-value tradeoff process will be used, with technical factors being significantly more important than price. Evaluation includes compliance, technical solution, and a technical demonstration.
