The solution must evaluate content to detect emerging events in near real-time and push alerts to users based on user-defined areas and topics of interest. Alert distribution methods must include email, API, web-based applications, and mobile platforms. The system needs to be scalable to support the entire DoW enterprise, with an anticipated initial volume of 200,000 provisioned user accounts out of a total DoW population of approximately 3.41 million.

Submission & Evaluation
Proposals must be submitted electronically in three volumes: Administrative, Technical, and Price. Evaluation will follow a best-value tradeoff approach, with technical factors being significantly more important than price. The technical evaluation includes a narrative solution, a 72-hour live area/topic specific demonstration via .csv submissions, and a 60-minute live product demonstration/oral presentation. Offerors must demonstrate their actual production environment with live, unscripted data. Proposals exceeding the $321M affordability cap will be considered unaffordable.
Key Requirements
The PAI alerting service must offer low-bandwidth capability, comprehensive data coverage across critical geographic locations (including social media and news), translation capabilities into English (with original language option), map display, search functionality, and source attribution. It must also provide 24/7 help desk support, intuitive design with training, and comply with Privacy Act, IC CAI Policy Framework, DoDD 3115.18, and NIST SP 800-171.
