This document provides responses to vendor questions regarding the solicitation for remote nurse call system support services at Atlanta VAMC.

• Incumbent Contractor: This is a new requirement; no incumbent contractor information is available.
• Service Contract Labor Standards (SCLS) / Wage Determination: Not applicable as services are performed remotely and do not fall under general service labor occupations.
• RFP Due Date Extension: The deadline for quote submission will not be extended.
• On-Site Visits: Strictly remote support is required; no site visits are expected.
• Annual Technical Efficiency Review: No site visit required, and no additional CLIN will be added for travel.
• System Issues: Monthly average of 5-10 system issues and approximately 5 service tickets/incidents for the nurse call system are anticipated.
• Historical Data: Historical data for incident numbers, average resolution time, and system upgrades is not provided. Resolution time is critical due to the life safety nature of the system.
• Pricing Schedule Quantity: The Quantity value of 1 on the price schedule covers a 12-month period; invoices are to be submitted in arrears.
• Remote Access: VA remote access via VA Centrix will be provided. Contractor will have administrator privileges for the Jeron Provider 790 system and related devices/software.
• Personnel Requirements: VA background investigations and PIV credentials are required for accessing VA systems. No specific security clearance is needed.
• Jeron Software Updates: Frequent updates are released; the system must always be running the most current version.
• Training: Vendor renewal of software licenses is required. End-user training for hospital staff may be required after updates. Certified training from Jeron is required for technicians.
• Evaluation Criteria: Experience refers to the contractor's history of performing similar work, while Past Performance refers to how well they executed similar projects.
• Proposal Submission: Offerors may submit technical approach, experience, and past performance in one or multiple volumes. Pricing is not required to be in a separate volume.

No changes to the RFP due date. Clarifications provided on scope, personnel, and submission requirements. Bidders should note that SCLS/Wage Determinations do not apply. Pricing should follow the provided format. Offerors have flexibility in structuring their proposal volumes.

Solicitation / RFP / RFQ

This solicitation is for the provision of Nurse Call system hardware and software support for the Joseph M. Cleland Atlanta VA Medical Center. The contract aims to procure remote administration services for updates and upgrades to the system and equipment software and firmware.

• Maintenance, repairs, corrective maintenance, certification services, materials, supplies, support, and training for the Jeron Nurse Call system.

• Software Support and Assurance: Providing software updates for the Jeron Provider® 790 Nurse Call System remotely.

• Annual Technical Efficiency Review: Conducting a comprehensive annual review of the system to ensure optimal performance and identify improvement opportunities.

• Remote Managed Services: One-year (annual) support with a 24x7x365 Remote Service Desk for diagnostics, proactive maintenance, and troubleshooting.

• Deliverables include weekly status reports, documentation of system upgrades/expansions, recommendations for improvements, and remote troubleshooting.

• Contract Type: Firm Fixed-Price Base Plus 4 Option Years.

• Period of Performance:

  • Base: April 1, 2026 - March 31, 2027
  • Option Year 1: April 1, 2027 - March 31, 2028
  • Option Year 2: April 1, 2028 - March 31, 2029
  • Option Year 3: April 1, 2029 - March 31, 2030
  • Option Year 4: April 1, 2030 - March 31, 2031

• Proposal Submission Deadline: March 13, 2026, 12:00 PM EDT.

• Questions Submission Deadline: March 6, 2026, 3:30 PM EST. Questions must be submitted electronically to jeremy.calligan@va.gov.

• Evaluation Factors: Technical Approach, Experience, and Past Performance. Each will be rated Acceptable or Unacceptable.

• This solicitation is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside.

• Offerors must complete B.2 pricing on pages 5-6.
