Request for Information (RFI)

The Commander Navy Installations Command (CNIC) Non-appropriated Funds Instrumentality (NAFI) Office is issuing this RFI to gather information on potential contractor capabilities for providing strategic program management, system development, system implementation, and system maintenance support for a modernized Morale, Welfare, and Recreation (MWR) Reservation System. The goal is to create a single, modernized reservation system for the Department of Defense (DoD) that is consistent across all military branches, improves program efficiency, enhances customer experience, and increases Non-appropriated Fund (NAF) revenues.

DoD MWR programs serve over 12 million patrons annually. The current initiative aims to modernize reservation processes for vehicle storage, marinas, and recreational lodging, with potential future expansion to other MWR services. The new system must be exclusively for U.S. military-affiliated individuals and their families.

Respondents should describe their experience and capabilities in:

• Planning, developing, implementing, and maintaining a system with the outlined business and technical needs.
• Providing an intuitive, user-centric interface with industry best practices.
• Integrating with existing authentication services for Service affiliation validation.
• Offering built-in APIs for interoperability with systems like Property Management Systems (PMS) or Point of Sale (PoS).
• Delivering customer support and training.
• Providing reporting and analytics capabilities.
• Enabling account management for patrons and administrators.
• Facilitating self-serving reservation capabilities.
• Offering program oversight and management tools for administrators.
• Including comprehensive marketing tools and waitlist management.
• Enabling communication between administrators across global installations.
• Recommending partnership opportunities for broader access and potential cost-sharing.

Respondents are asked to provide:

• Details on industry focus and subject matter expertise.

• Examples of similar projects executed for DoD or other federal agencies.

• Expected high-level timeframe for design, build, test, and refinement.

• Information on PCI Compliance and other IT security measures.

• Details on cloud-based systems and FedRAMP approval status.

• Examples of developing systems with whitelisting capabilities.

• This is an RFI only; it is not a solicitation for proposals.

• Responses are requested to advise if you would respond to an official solicitation.

• The NAFI intends to issue a Request for Proposal (RFP) soon, and will likely only issue to contractors who respond to this RFI.

• Submit responses and questions by September 30, 2025, at 3:00 a.m. CT.

• The RFI closes on October 16, 2025, at 3:00 p.m. CT.

This document provides responses to questions submitted regarding a potential Request for Information (RFI) for a modernized Department of Defense (DoD) Morale, Welfare, and Recreation (MWR) Reservation System. The RFI seeks capabilities for system integration, a singular gateway for reservations defense-wide, and potential RFP release within 6 months.

• System Go-Live: Potential RFP release within the next 6 months.
• Primary Challenges: Difficulty managing disparate systems; seeking integration for a singular customer gateway.
• Budget: Not available for publication in this RFI; determined at the Defense-wide level.
• System Vision: To integrate all Department-wide reservation systems, replacing disparate commercial reservation and Point of Sale (POS) systems.
• Scope: Intended for use by all Department Installations, CONUS and OCONUS, potentially including programs and activities beyond MWR.
• Implementation: Goal is a single contract/vendor Defense-wide, implemented through a cross-functional Branch approach.
• POS Integration: Department is focused on a reservation system that can integrate into existing POS systems, not a fully integrated POS solution at this time.
• Authentication: Uses an API interface with Defense Manpower Data Center (DMDC).
• Vehicle Storage: Managed similarly to campsite or lodging reservations, with consideration for hourly, daily, monthly, or long-term spot reservations.

This RFI is a standalone request for information. The Department is seeking options for review, with a potential RFP release within the next 6 months.
