Purpose & Background
This RFI aims to determine market capability and assess industry's current capabilities for the AMSS program. It is for market research only and does not constitute a solicitation or commitment to contract. The Army's legacy winter survival mobility system (Ahkio) is outdated and no longer produced, leading to a lack of standardization. The AMSS Program of Record, initiated December 6, 2024, seeks to replace this with advanced solutions for BCT formations operating in Climate Zone 7, enhancing readiness and reducing loss of life.
Key Requirements / Capabilities of Interest
The Army is interested in mature technologies (TRL 7+) for both 5-man Team and 10-man Squad Arctic Shelters (AS), as well as associated components like heaters, carabiners, and tools. Key requirements include:
- Arctic Shelters (AS):
- Protection from hazardous cold weather, breathable, wind/water resistant, flame resistant.
- MIL-STD 810-H compliant.
- Rapid assembly/disassembly (ideally < 5 minutes, max 20 minutes) by Soldiers in arctic OCIE.
- Stove jack and signature management (low profile, blackout, ideally mitigating NIR, SWIR, MWIR, LWIR).
- Operational at –40°F (ideally -65°F).
- Towable by soldiers and compatible with existing equipment; fits in a UH-60.
- Weight Limits: 5-man AS: <= 60 lbs; 10-man AS: <= 100 lbs.
- Arctic Heater: Easily assembled/maintained, portable, multi-fuel compatible, heats shelter from –40°F to +40°F in one hour.
- General System: Berry Amendment and Buy American Act compliant, 72-hour continuous operation, 5 years useful life, 10 years storage life.
Submission Requirements
Respondents must submit a white paper, not exceeding 10 pages, in .PDF or .DOCX format. The white paper should include:
- Cover page with product information, manufacturer, POC, and photograph.
- Executive summary.
- Detailed technical description, including components, deployment, weight, dimensions, and cube.
- Narrative and graphical depiction of the system.
- Product specifications with quantitative metrics.
- System Technology Readiness Level (TRL).
- Identified supply chain concerns or risks.
- Relevant product history and test results (do not attach reports).
- Required tools, transportation requirements, manpower/time for erection/strike/packing.
- Consumables, estimated unit cost, and CAGE/NCAGE Code.
- Manufacturing capability, capacity, scalability, timeline, and locations. Do not attach marketing brochures or extraneous materials.
